Tiivistelmä
The aim of the thesis was to investigate the views of leaders on how they can enable learning in the workplace, which elements support or block learning in the organization, and which changes in the external operating environment affect the organization's learning needs. The theoretical framework consists of literature on leaders in learning organizations.

The informants of the study were 10 supervisors from the private and public sectors, who, due to their job description, have the opportunity to influence the promotion of learning for altogether over 10,000 people in organizations. The research method was semi-structured interviews, which were analyzed using qualitative content analysis.

The thesis was commissioned by a consulting company specializing in learning design, which aims to deepen customer understanding and obtain new service ideas for the development of service offerings.

As a result, 79 ways to promote learning were identified, as well as numerous factors that support and hinder the promotion of learning in organizations. Changes in the external operating environment that challenge organizations to learn are addressed through the PESTEL -framework. In the development part of the research, service proposals were formulated for the commissioner based on interview findings.

The thesis offers useful perspectives on learning promotion practices, challenges, and areas for development also for other parties involved in learning management.
