Vantaan kotoutumista tukevan verkostoyhteistyön kehittäminen ja mallintaminen

Abstract

Tämän kehittämistyön ensimmäisenä tavoitteena oli Vantaan kaupungin pitkäaikaisessa monialaisessa yhteistyössä toteutetun kotoutumista tukevan verkostotyön nykytilanteen ja toimivuuden kartoittaminen. Toiseksi työssä selvitettiin, tukevatko verkostot aidosti vantaalaisten kotoutumisen prosesseja ja jos tukevat, miten. Kolmanneksi tutkimuksen tavoitteena oli avata näkökulmia siihen, miten verkostoyhteistyötä voidaan mallintaa ja integroida osaksi työllisyyden ja kotoutumisen palvelualueen pysyvää toimintaa.

Tutkimuksen toimeksiantaja oli Vantaan kaupunki ja tarkemmin työllisyyden ja kotoutumisen palvelualue. Tutkimus rajattiin koskemaan kolmea palvelualueella koordinoitua verkostoa: maahanmuuttajien työllisyys- ja koulutusverkosto, Neuvova Vantaa -verkosto ja Vantaan vieraskieliset kotivanhemmat -yhteistyöverkosto. Kehittämistyön tarve nousi erityisesti palvelualuetta ajankohtaisesti koskettavien TE24 ja KOTO24-uudistusten kautta, joiden myötä verkostotyön rakenteita halutaan tehostaa.

Opinnäytetyö toteutettiin laadullisena tutkimuksellisena kehittämistyönä. Tutkimuksen tietoperusta rakentui verkosto- ja muutosjohtamisen ympärille. Työ toteutettiin iteratiivisesti palvelumuotoilun tuplatimanttimallia mukaillen. Opinnäytetyön ensimmäisessä Löydä-vaiheessa kaikille verkostojen jäsenille suunnattiin kyselytutkimus, jotta saataisiin kokonaisvaltainen ymmärrys verkostotoiminnan kentästä. Määritä-vaiheessa ymmärrystä tutkittavasta aiheesta sekä verkostojen roolista kotoutumisen tukemisessa syvennettiin teemallisten asiantuntijahaastattelujen kautta. Kehitä-vaiheen yhteiskehittämisen työpajassa laadittiin konkreettisia toimintasuosituksia kotoutumista tukevan verkostotyön tueksi edellisiin vaiheisiin perustuen, sekä rakennettiin visiota verkostotyön tulevaisuudesta.

Tutkimusprosessien eri vaiheiden tulokset ovat tarkasteltavana tosiaan tukevina itsenäisinä kokonaisuuksina. Lisäksi nämä jalostettiin Vantaan kotoutumista tukevan verkostotyön ensimmäiseksi mallinnukseksi, joka toteutettiin digitaalisessa huoneentaulu-muodossa. Huoneentaulun tavoitteena on lisätä ymmärrystä verkostotyön toimintaperiaatteista, Vantaan verkostotyön erityispiirteistä ja vaikuttavuudesta sekä verkostotyössä toimivien rooleista ja verkostotyön tarjoamista mahdollisuuksista. Opinnäytetyön tutkimustulokset ovat hyödynnettävissä kehittyvän kaupunkiorganisaation päätöksenteossa, verkostoyhteistyön koordinoinnissa ja kehittämisessä sekä toiminnan vaikuttavuuden arvioinnissa. Verkostotyön jatkokehittämisen painopisteet liittyvät erityisesti verkostotyön laajempien rakenteiden sekä verkostojen sisäisten toimintamallien kehittämiseen.

Tutkimusprosessi osoittaa, että Vantaan strategisesti johdetun kotoutumista tukevan verkostotyön vaikuttavuuden voidaan nähdä ulottuvan verkoston jäsenenä olevien asiantuntijoihin sekä asiakastyötä tekevien arkeen, sekä heidän kauttansa kotoutuvien kuntalaisten palveluprosessien tukemiseen. Vantaan kotoutumista tukevan verkostotyön mallinnus toimii esimerkkinä kaikille kumppanuuksien ja verkostotyön kehittämisestä kiinnostuneille toimijoille.

The primary objective of this development work was to assess the current state and effectiveness of network collaboration supporting integration, which has been carried out through long-term multidisciplinary cooperation in the City of Vantaa. Secondly, the work investigated whether the built social networks genuinely support the integration processes of Vantaa residents and, if they do, how. Thirdly, the research aimed to open perspectives on how network cooperation can be modeled and integrated as part of the permanent activities of the Employment and Integration Services area.

The research client was the City of Vantaa, specifically the Employment and Integration Services area. The research was limited to three networks coordinated within the service area: the employment and education network for immigrants, the Neuvova Vantaa network, and the Vantaa foreign-language-speaking parents cooperation network. The need for development work had particularly arisen from the ongoing TE Services 2024 reform and the reform of the Integration Act (KOTO24), which impacts the service area and aims to enhance network structures.

The thesis was carried out as a qualitative research-based development project. The knowledge base of the research is built around network and change management. The work was conducted iteratively, following the double-diamond model of service design. In the first Discover phase of the thesis, a survey was directed to all network members to gain a comprehensive understanding of network activities. In the Define phase, understanding of the subject and the role of networks in supporting integration was deepened through thematic expert interviews. In the Develop phase, concrete operational recommendations to support collaborative networking in the field of integration were created in a co-development workshop based on the previous phases, and a vision for the future of network work was built.

The outcomes of the various stages of the research process can be viewed as independent entities that mutually reinforce one another. Additionally, these were refined into the first model of network collaboration supporting integration in Vantaa, presented as a digital board illustrating the guiding principles. The model aims to increase understanding of the operating principles of network collaboration, the specific characteristics and impact of Vantaa's work, the roles of those involved in collaborative networking, and the opportunities offered by the networks. The research results of the thesis can be utilized in the decision-making of the developing city organization, the coordination and development of network collaboration, and the evaluation of the effectiveness of activities. The key focus areas for the further development of network collaboration are particularly related to the advancement of broader structural frameworks and the internal operational models within networks.

The research process reveals that the impact of Vantaa's strategically guided collaborative networking supporting integration extends to the experts within the networks and those working directly with clients. Through these individuals, the work also influences the service processes supporting the integration of residents. The modeling of network collaboration supporting integration in Vantaa serves as an example for all actors interested in the development of partnerships and network collaboration.
