Tiivistelmä
The purpose of this thesis is to explore how U.S. Foreign Service family members can be better supported in developing effective resumes through scalable career guidance. Resume writing is one of the most frequently requested and resource-intensive services in this context, creating challenges for both job seekers and employment advisors who support them. This study examines how asynchronous, self-paced learning resources can help family members meet the distinct requirements of both federal and private-sector applications, thereby reducing reliance on intensive one-on-one coaching.

The research was conducted as a mixed-method case study, using Design-Based Research to produce both theoretical and practical outcomes. Guided by the ADDIE model, the study created and refined E-learning resources for resume writing. Data were collected through semi-structured interviews with global career experts and Foreign Service family members, an online questionnaire, and pilot testing with feedback surveys, all of which informed further resource development.

While one-on-one career coaching remains a highly effective employment support, the findings suggest that self-directed learning resources can serve as an important complement. These resources provide family members with a structured approach to their applications, enabling them to develop core skills and confidence before receiving individualized coaching.

This thesis offers both practical tools and theoretical insights for improving career support services. It argues that scalable resume-writing resources can widen access, make advising services more sustainable, and ultimately improve the employment prospects of Foreign Service family members working within complex global labor markets.
