This thesis explores the social sustainability and community transformation that followed the installation of the UPM Paso de los Toros pulp mill in Uruguay. A qualitative methodology based on stakeholder interviews with residents, local government, civil society, and the company itself, is used. It is used to investigate how different groups perceive the social impacts of the plant. Findings reveal that while perception of job quality trends positive, challenges were found in information transparency and accessibility, communication and dialogue, and housing access.
The study concludes that social sustainability has not been positively achieved in this case, as community members tend to feel excluded from the decision-making processes that affect their everyday life. The research highlights the overall need for continued stakeholder dialogue, transparent governance, and iterative, adaptive social impact strategies to ensure that industrial development is compatible with sustainability goals.
