Analysing Mozambique's Health System: The Impact of External Funding Towards Universal Health Coverage

This study aimed to understand the role of external funding for achieving Universal Health Coverage (UHC) in Mozambique. The objectives of the study were to examine the role of external funding in strengthening the health system, assess how external funding affects long-term health system resilience, and assess the impact that external funding has on the expansion of health coverage. The study presents recommendations on how these objectives may be achieved.
Qualitative research, employing semi-structured interviews, was used in this study. The study applied Braun and Clarke's thematic analysis with an inductive approach to develop themes. Health experts’ perceptions of Mozambique’s health system were explored. The study results were organised in six themes, including governance and leadership, donor dependency and sustainability, human resources, public infrastructure and service delivery, health information and digitalisation, and community engagement. The study findings indicate the need to strengthen national leadership and ownership for better health outcomes.
In conclusion, findings show that external funding was not perceived as a factor that improves UHC. There was a general understanding among participants that external funding has weakened the health system due to its rigid policies and fragmentation. Research shows the need to change the development sector through the increase of national ownership and flexible policies.
