Tiivistelmä
Tämän opinnäytetyön tavoitteena oli selvittää Turun keskusta-alueella käytettyjen pysäköintinormien toimivuutta kaupungistumisen voimistuessa ja kaupunkirakenteen tiivistyessä. Työssä tutkittiin muutoksia aiheeseen liittyen sekä Suomen tasolla, että kaupunki tasolla kokonaiskuvan hahmottamiseksi, mutta pääasiallinen tarkastelu keskittyi Turun postinumeroalueeseen 20100. Tutkimuksen tilaajana oli Juras Oy.
Työ koostuu kirjallisuus- ja tilastotutkimuksesta, asiantuntijahaastatteluista sekä kohdetietokyselystä. Kirjallisuus- ja tilastotutkimuksella etsittiin trendejä ja faktoihin perustuvaa tietoa alueen autoistumisesta, väestöstä, autotiheydestä sekä niiden kehityssuunnista ja syistä näiden kehityssuuntien muodostumiseen. Haastatteluiden avulla kerättiin ajatuksia ja mietteitä pysäköintivaatimusten toimivuudesta henkilöiltä, jotka päivittäisessä työssään ovat tekemisissä kiinteistöjen parissa. Kohdetietotutkimuksen tavoitteena oli selvittää tämänhetkisiä pysäköintipaikkojen käyttöasteita ja pysäköintipaikkojen tarpeen jakautumista postinumeroalueen 20100 sisällä.
Työn tuloksena saatiin suuntaa antava ehdotus pysäköintinormien kehittämiseksi. Lisäksi työssä on tutkittu pysäköintinormien lieventämisen tuomia mahdollisuuksia ja hyötyjä niin kaupungin, rakennuttajien kuin asukkaidenkin näkökulmasta The purpose of this thesis was to clarify the functioning of the parking standards used in the city center of Turku while the urban structure intensifies. The study researched changes in the field of the subject at many different levels to understand the overall picture, but the main review focused on Turku ZIP Code area 20100, which covers most of the city center. The study was commissioned by Juras Oy.
The study consists in three different elements which were, literary and statistical research, expert interviews and target information query. Literature and statistical research tried to find trends and fact-based information on the area´s population, car density and motorisation and the reasons behind the current development of the trends. By interweaving people who deal with real estate in their daily work, study managed to collect thoughts about functionality of parking standards. The purpose of the target information query was to determine the current occupancy rates of parking spaces and the need for parking spaces within the postal code area 20100.
The result of the study was a proposal for the development of the parking standard. In addition, the work has explored the possibilities and benefits of easing the parking standard from the perspective of the city, the builders and the residents.
