Sähköisen asiointipalveluprosessin kehittäminen Lean-menetelmin terveyden edistämistyöhön

Abstract

Tämän opinnäytetyön tavoitteena oli tuottaa ja kuvata Lounais-Suomen Syöpäyhdistyksen NIKO – Terveyden edistäminen nuorten arjessa -projektiin sähköisen asiointipalvelun tavoiteprosessi, joka vastaa sille asetettuja vaatimuksia. Työ rajattiin käsittelemään vain prosessin ”front office” -toimintoja. Merkittäväksi näkökulmaksi työhön valikoitui Lean-ajattelu, jonka keinojen oikein soveltamisella uskottiin prosessista saatavan vieläkin parempi ja tehokkaampi. Prosessin kehitystyö ajoittui vuoden 2018 keväästä 2019 vuoden alkuun.

Vuonna 2017 käynnistyneen NIKO-projektin päätavoitteena on kehittää uusia, toiminnallisia malleja nuorten nikotiinituotteiden käytön vähentämiseksi, lopettamiseksi ja ennaltaehkäisemiksi. Palvelun tuotteistamisen näkökulmasta sähköinen asiointipalvelu on tukipalvelu, joka mahdollistaa ydinpalvelun, eli edellä mainitut NIKO-toimintamallit. Asiointipalvelun avulla sosiaali-, terveys- ja opetusalan ammattilaiset voivat pyytää asiantuntija-apua nuoria koskettaviin, erityisesti nikotiiniteemaisiin, terveysasioihin ja -huoliin. Uudella sähköisellä asiointipalvelulla tavoitellaan myöhemmin koko Varsinais-Suomen aluetta kattavaa kohdeyleisöä.

Tietoperustan työssä muodostivat nuorten terveyden edistämisen taustat ja keinot sekä Lean-ajattelun periaatteet ja niiden soveltaminen. Tämän lisäksi tietoperusta käsitteli palvelun tuotteistamista ja prosessien kuvaamista.

Opinnäytetyö oli luonteeltaan kehittämisprojekti, joka toteutettiin toimintatutkimuksena. Menetelminä siinä käytettiin ryhmähaastattelua ja kirjallista kyselyä. Tavoiteprosessi tuotettiin yhdessä NIKO-projektin ohjausryhmän kanssa ohjausryhmän kokouksissa. Prosessi kuvattiin JHS 152 -suosituksen mukaisena prosessikuvauksena, jota täydentää kehittämisprojektissakin rinnalla kulkenut PowerPoint -esitys. Kehittämisprojekti käsitti lisäksi tutkimusosion, jossa prosessikuvausta arvioimaan koottiin asiantuntijaraati. Raadin palautetta hyödynnettiin onnistumisen arvioinnissa ja jatkokehittämisehdotuksissa.

Työn tuloksena syntyneet dokumentit tavoiteprosessista palvelevat hyvin sähköisen asiointipalvelun kehittämisen seuraavaa vaihetta; pilotin rakentamista ja esitestaamista. Lean-ajattelutavan kulttuurillisen puolen hyödyntäminen osoittautui mahdottomaksi hyödyntää työssä. Käytettyjen Leanin keinojen avulla pystyttiin kuitenkin poistamaan prosessista paljon hukkaa ja tuottamaan sitä kautta asiakkaalle hyötyä.

The purpose of the present Master’s thesis was to create and model a target process description for the e-services of the Southwest Finland Cancer Society’s NIKO-project. The scope of the study is limited to the “Front office” functions of the process only. The requirements set for the target process had to be taken into account in the development project. Lean philosophy was selected as the approach because the application of the Lean principles was believed to improve and increase the efficiency of the process. The development of the process description took place from the spring of 2018 until January 2019.

NIKO-project, launched in 2017, aims to develop new, functional NIKO-models that restrict, eliminate and prevent the use of nicotine products by adolescents. The e-service supports the core service and will allow the NIKO-models to be offered to the target group in the future. Social, health and educational professionals can seek expert advice via the e-service if they are concerned about youth. At least at first, the e-service focuses on conveying assistance to nicotine issues and concerns. After the e-service is ready, it is aimed at a target audience that covers the whole of Southwest Finland.

The theoretical part of the thesis focuses both on the background and on the tools of youth health promotion and on the principles and application of Lean philosophy. In addition, the theories of service productization and process description are discussed.

The development project was conducted in the form of an action research. The methods applied were a group interview and a written survey. The description and content of the target process was created together with the NIKO-project steering group at the steering group meetings. The process was described as a process description in accordance with the JHS 152 recommendation. It is complemented by a PowerPoint presentation that was also used during the development work. The development project also included a research part where the described process was evaluated by a panel of experts. The panel’s feedback was used to evaluate the success and suggestions for further development.

As a result of the study, the target process was documented and the documents will be used in the next phases of the development of the e-service: a pilot building and a pre testing. The cultural side of the Lean philosophy proved impossible to be utilized in the thesis. However, the methods and the techniques used helped to eliminate a lot of waste from the target process and thereby benefit the customer.
