Tiivistelmä
Tämän opinnäytetyöni aiheena on julkisen sektorin toimihenkilörekrytointi. Tavoitteena oli selvittää millaisia haasteita esimiehet kokevat oman organisaation toimihenkilörekrytoinneissa ja millaisiin seikkoihin esimiehet kiinnittävät huomiota uutta toimihenkilöä rekrytoitaessa.
Opinnäytetyön teoriaosuudessa käsitellään rekrytointiprosessia sekä esimiehen roolia prosessissa. Työssä käydään läpi rekrytointiprosessin vaiheet, minkä jälkeen perehdytään syvemmin esimiehen rooliin rekrytointiprosessissa. Työn tutkimusosassa tehtiin selvitys esimiesten rekrytointikokemuksista. Selvitys toteutettiin teemahaastatteluna neljälle esimiehelle. Haastattelun teemoina olivat rekrytointiprosessi, työhaastattelu ja valintatilanne, perehdytys ja vapaa sana.
Tulosten perusteella voidaan todeta, että esimiehet kokivat rekrytointiprosessin haastavana. Rekrytointiin liittyvät toimenpiteet vievät ison ajan esimiesten työstä, vaikkei se heidän pää-tehtävänsä olekaan. Haastaviksi kohteiksi nousivat erityisesti rekrytoinnin kokonaissuunnit-telu, aikataulutus sekä ajoitus. Byrokratia tuotti myös haasteita esimiehille varsinkin rekrytointiprosessin alkuvaiheissa. Esimiehet tunnistivat rekrytoinnin haasteet ja haastaviksi koettuihin kohtiin oli pyritty kiinnittämään huomiota parhaan lopputuloksen saavuttamiseksi.
Työn tulokset lisäävät esimiesten sekä työnhakijoiden ymmärrystä rekrytointiprosessin eri vaiheista sekä rekrytoinnin haasteista. Rekrytointiprosessin kaikkien osa-alueiden tulee onnistua parhaan mahdollisen lopputuloksen saavuttamiseksi. The subject of this thesis is the recruitment of clerical workers in public sector. The aim was to look into the challenges of the recruitment of clerical workers experienced by superiors in their organizations and to study which facts superiors pay attention to while recruiting new clerical staff.
The role of superiors in recruitment processes as well as the process itself is discussed in the theory section. First, the stages of recruitment process are explained and the part of superiors in in is studied in detail. The research section focuses on the experiences of superiors while recruiting. The survey was conducted with theme interviews, the themes being the recruitment process, job interview and decision making, plus orientation for new employees. At the end of the interviews, the superiors were given a chance to describe their own thoughts. Four superiors were interviewed for this study.
Based on the results, the superiors find recruiting challenging. Although recruiting not being one of the main duties of the superiors, the procedures require a lot of time. The process was found out to be demanding especially due to the challenges with overall planning, scheduling and timing regarding recruitment. Especially in the early stages of recruitment process problems were caused by bureaucracy. The superiors in question recognized the challenges concerning recruiting and had tried to pay more attention to these subjects in order to gain the best possible outcome.
This study can increase the understanding of different stages of recruitment process of both superiors and applicants. It is crucial that the whole recruitment process succeeds in order for the best possible results.
