Turun kaupungin sisäisen logistiikan kehittäminen : posti- ja tavarakuljetusten yhdistäminen kestävä kehitys ja turvallisuus huomioiden sekä tulevaisuuden skenaariot

Abstract

Opinnäytetyön tavoitteena oli selvittää posti- ja tavarakuljetusten yhdistämisen mahdollisuutta Turun kaupungille. Tarkoituksena oli antaa konkreettisia kehitysehdotuksia Turku-tuotteiden logistiikkaan sekä sisäiseen postiin. Lisäksi työn kehitysehdotuksissa huomioitiin kuljetusten kestävää kehitystä sekä turvallisuutta.

Työ toteutettiin teoriapohjaisesti peilaten teoriaa käytäntöön. Työn alussa käsitellään logistiikkaa, kestävää kehitystä ja BuyUFC-hanketta yleisesti. Teoriaosuuden pääpaino on hahmottaa tutkimukseen liittyvät lähtökohdat. Työssä tuli ottaa huomioon nykytilanteen vaikutus kehitysmahdollisuuksiin, ja tämän vuoksi työ on katsaus mahdollisiin kehitystoimenpiteisiin ennemmin kuin suora vastaus tutkimusongelmiin.

Turun kaupungin sisäisen logistiikan nykytilan todettiin olevan Turku-tuotteiden ja sisäisen postin osalta toimiva, mutta selkeästi kehityksen tarpeessa kustannusten, kestävän kehityksen, turvallisuuden ja osin palvelutason osalta. Turku-tuotteissa palvelutason todettiin olevan osin alhainen ja toisaalta postikuljetuksissa osin tarpeettoman korkea. Suurimpana haasteena voidaan pitää Turun kaupungin asemaa logistisessa ketjussa, sillä sosiaali- ja terveyspalveluiden uudistus saattaa vaikuttaa palvelun jatkumiseen tulevaisuudessa.

Tuloksia voidaan myöhemmin hyödyntää, vaikka palveluntuottaja vaihtuisi. Työn on tarkoitus toimia tulevaisuuden kehitystoimenpiteiden pohjana. Työn tulosten pohjalta Turun kaupunki voi arvioida toiminnan todellista kehittämisen tarvetta tarkemmin.

The objective of this thesis was to research the possibility of consolidating internal goods and mail deliveries for the City of Turku. Within these topics the objective was to give usable ideas for the ordering party. In addition, sustainable development and safety was considered in the development proposals.

The thesis is based on theory, mirroring theory into practice. Logistics, sustainable development and the BuyUFC project will be discussed generally at the beginning of the thesis. The focus of the theory is to outline the starting points for the research. The impact of the current situation to the development proposals had to be considered. As a result, the thesis is an overview of possible development measures rather than a direct answer to the research problems.

The thesis found that current situation of internal mail and goods delivery is functional but clearly in the need of development in terms of cost, sustainable development, safety and partly the level of service. The level of service was found to be partly too low in the goods transport and partly unnecessarily high in the internal mail deliveries. As the biggest challenge can be considered the position of the City of Turku in the logistics chain as the health and social services reform may affect the current service provider in the future.

The purpose of the thesis is to serve as a basis for development measures in the future. The development measures presented in the thesis can be utilized later even if the service provider changes. Based on the thesis, the City of Turku can assess the actual need for development measures in their operations.
