Tiivistelmä
Lasten osallisuuden vahvistaminen on tärkeä toiminto lastensuojelupalveluja kehittäessä ja palvelujen vaikuttavuuden lisäämisessä. Osallisuus tarkoittaa muun muassa sitä, että lasten toiveet, ajatukset, kokemukset ja mielipiteet tulevat aidosti huomioiduiksi ja lapsi tulee kuulluksi omana itsenään.
Tämän kehittämishankkeen tarkoituksena oli selvittää sijaishuollon erityisyksikköön sijoitettujen lasten kokemuksia ja mielipiteitä heidän tämänhetkisestä osallisuuden kokemuksesta liittyen yksikön arkisiin askareihin sekä yksikön aikuisten toimintatapoihin ja kasvatuskäytäntöihin. Tavoitteena oli saada lasten oma ääni kuuluviin. Kehittämishanke tehtiin Nuorten Ystävien 12-paikkaiseen sijaishuollon erityisyksikköön. Nuorten Ystävät on valtakunnallisesti toimiva yksityinen sosiaali- ja terveyspalvelujen tuottaja.
Kehittämishankkeen tutkimusaineisto koostui puolistrukturoiduista kyselylomakkeista, jotka täytettiin yksilöllisesti haastattelemalla yksikköön sijoitettuja lapsia. Tämän lisäksi hankkeen aikana tehtiin myös lastensuojelulain vaatima hyvän kohtelun suunnitelma yhdessä lasten kanssa. Tämä tehtiin pienryhmäkeskustelujen kautta.
Tässä kehittämishankkeessa lasten osallisuuden vahvistaminen on linkitetty johtamiseen, koska kirjallisuuskatsauksen pohjalta voidaan todeta, että esimiestoiminnalla on suuri vaikutus asiakastyön toteuttamiseen lastensuojelussa. Hankkeen tuotoksena suunniteltiin asiakastyön vuosikello johtamisen tueksi. Asiakastyön vuosikello rakentui niistä teemoista jotka nousivat esille hankkeen tutkimuksellisessa osuudessa sekä hankkeen aikana tehdystä kirjallisuuskatsauksesta.
Kehittämishankkeen aikana sai huomata, että dialoginen keskustelu ja lasten aito kohtaaminen ovat avainasemassa lasten osallisuuden vahvistamisessa.
Tutkimuksellisessa osuudessa lapset muun muassa toivoivat, että heidän mielipiteet otetaan huomioon ja heitä kuunnellaan, heillä olisi enemmän omaohjaaja-aikoja ja että heitä kohdellaan tasavertaisesti ja asiallisesti. Johtopäätöksenä voidaan todeta, että lapset mielellään osallistuvat kehittämistyöhön. Lasten osallisuuden vahvistaminen onkin hyvin pitkälti aikuisten asenteista kiinni. In this development project the purpose was to find out how children in a foster care unit experience their possibilities to take part in the decisions affecting their own lives. The aim was also to get children more involved in the development work of the unit by creating a model (an annual clock) for management and leadership of client work. The project was done in a private foster care unit for children with special needs.
The process of the development project started in autumn 2018 and continued in stages until the spring of 2020. The data were gathered partly from literature, partly by conducting a survey for the children in the foster care unit. The children in the foster care unit were individually interviewed during the fall 2019. The children got to tell their opinions concerning for example how they like living in the foster care unit and how they get treated by the adults in the unit.
The conclusion of the research is that the children are ready to be involved in the development work and they want their own voices to be heard. Children wish that the adults would listen to the them and that children's opinions are taken seriously. For the most part the adults ask for the children’s opinions, but sometimes decisions are made without anyone even remembering to ask. The children want to spend more quality time with their own workers and wish for more activities in the unit.
As a result of the project, the children were heard, they participated in the development work, resources of leadership know-how were increased and an annual clock for management of client work was designed. The results indicate that an honest dialogue with the children is essential in increasing children’s participation in their own lives. The children are experts by experience of their own lives and their expertise should be actively used. The keyword of improving children’s participation is especially in adults’ attitudes. All the adults must be ready to cooperate with the children, and the manager of the unit must define the importance of children’s involvement in the development work of the unit. The designed annual clock is a good model for this.
