Tiivistelmä
Opinnäytetyön tavoitteena on selvittää hankintamuotojen hankintaprosessin kulku, riskinjako ja sopimussuhteet rakennushankkeissa Eurajoen kunnan toimeksiantona. Työn taustalla on halu pilotoida uutta hankintamuotoa kunnan hankinnoissa ja löytää uusia keinoja hankkeiden kustannustehokkaaseen toteuttamiseen. Opinnäytetyötä varten haastateltiin sekä yksityisen että julkisen sektorin ammattilaisia kirjallisuuslähteiden tueksi.
Rakennushankkeen oikean toteutustavan valinnalla voidaan säästää kustannuksissa, saada hankkeelle laadukas lopputulos sekä hyödyntää olemassa olevat tilaajan henkilöstöresurssit oikein. Rakennushankkeen toteutustavan valintaan vaikuttavat niin itse hankkeen ominaisuudet kuin tilaajaorganisaationkin tyyli, tottumukset ja osaaminen.
Työn teoriaosuudessa kerättyä tietoa hyödynnetään tapausesimerkin, eli Vuojoen sillan hankinnassa ST- eli suunnittele ja toteuta -mallilla. Vanha kivi- ja puurakenteinen silta johtaa Vuojoen Kartanoon ja kuuluu osaksi kartanon suojeltuja siipirakennuksia. Vuojoen Kartanon alue kuuluu valtakunnallisesti merkittävään rakennettuun kulttuuriympäristöön.
Työssä päästiin tulokseen, että siltahankkeen toteuttaminen ST-muodolla ei ole kannattava ratkaisu. ST-muodosta saatava hyöty hankkeessa on vähäinen ja malli on tilaajalle työläs, eikä se juurikaan sovellu saneerauskohteiden hankintaan. The aim of the thesis was to determine the course of the procurement process of procurement methods, risk sharing and contractual relations in construction projects on behalf of the municipality of Eurajoki. The work was based on a need to pilot a new form of procurement in municipal projects and to find new ways to execute projects cost-efficiently. For the thesis, both private and public sector professionals were interviewed to support the literature sources.
By choosing the right implementation method for a construction project, it is possible to save on costs, obtain a high-quality result for the project and utilize the existing human resources of the customer correctly. The choice of the implementation method is influenced by the characteristics of the project itself as well as the style, habits and competence of the client organization.
The information gathered in the theoretical part of the thesis was utilized in the acquisition of a case study, the Vuojoki bridge, using the design & build model. The old stone and wooden bridge leads to Vuojoki Manor and is part of the protected wing buildings of the manor. The area of Vuojoki Manor belongs to the nationally significant built cultural environment.
The result was that implementing the bridge project with the design & build form is not a profitable solution. The benefit of the design & build form in the project is minimal and the model is laborious for the client, and it is hardly suitable for the acquisition of renovation projects.
