Tiivistelmä
Monilla ammattikunnilla on niiden arvoja heijastavia hyvinä pidettyjä tapoja toimia. Tämän opinnäytetyön tavoitteena oli selvittää, millaista on edunvalvonnan hyvä tapa toimia. Edunvalvonta huolehtii holhoustoimilain (442/1999) perusteella niiden ihmisten taloudellisista asioista, jotka eivät itse siihen kykene. Opinnäytetyön tavoitteena oli myös selvittää, millaista hyvä edunvalvontatapa on edunvalvontasihteerien mielestä ja mitkä tekijät voivat edistää, vaikeuttaa tai estää hyvän edunvalvontatavan toteutumista edunvalvontasihteerin työssä.
Opinnäytetyön tutkimusmenetelmä perustui kvalitatiiviseen eli laadulliseen tutkimusotteeseen. Opinnäytetyön tutkimusaineisto kerättiin teemahaastattelulla, joka toteutettiin edunvalvontatoimistoissa työskenteleville edunvalvontasihteereille lähetetyllä sähköisellä kyselylomakkeella. Kyselyn vastausprosentti oli 26,7 %.
Teoriaosuudessa hyvän edunvalvontatavan keskeiseksi kriteeriksi todettiin päämiehen edun toteutuminen. Hyvään edunvalvontatapaan kuuluivat teorian mukaan lisäksi muun muassa päämiehen kuuleminen ja yksityisyyden suojan kunnioittaminen. Empiiristen tulosten perusteella edunvalvontasihteerien näkemykset olivat saman-suuntaisia teoriaosuuden kanssa. Edunvalvontasihteerit näyttäisivät pystyvän varsin hyvin noudattamaan hyvää edunvalvontatapaa työssään. Tutkimukseen osallistuneiden edunvalvontasihteerien mielestä hyvän edunvalvontatavan toteutumista edistäisi mahdollisuus antaa kullekin päämiehelle enemmän aikaa asioiden hoitamiseen sekä parempi yhteistyö päämiehen ja omaisten kanssa. Hyvän edunvalvontatavan toteutumista estäisivät vastaajien mielestä kiire ja työyhteisön toimintaan liittyvät kysymykset. Tulevaisuudessa tulisi pohtia, millä toimenpiteillä esille tulleita esteitä, kuten resurssipulaa, voisi purkaa ja hyvän edunvalvontatavan toteutumisen edellytyksiä parantaa. Many professions have practices reflecting their values and considered good. The purpose of this thesis was to find out what good practice in guardianship is like. On the basis of the Guardianship Services Act (442/1999), guardianship takes care of the financial affairs of people not capable of doing it themselves. The thesis also sought to find out what characterizes good guardianship in the opinion of guardianship assistants and which factors may promote, hamper or prevent the implementation of good guardianship.
The research method used was qualitative, not aiming at statistical generalizations but seeking to find out meanings that persons attach to the subject studied. The research material of the thesis was collected through a thematic interview conducted by an electronic form sent to guardianship assistants working in guardianship offices. The questionnaire’s response rate was 26.7%.
In the theory section the key criterion established for good guardianship practice was the realization of the client’s interest. Good guardianship also includes, among others, hearing the client and respecting the protection of privacy. On the basis of the results, the views of guardianship assistants were in line with the characteristics of good guardianship described in the theory section. The guardianship assistants also felt to be able to observe the principles of good guardianship quite well in their work. In the opinion of the research participants, the implementation of good guardianship practice would be promoted by, among others, the opportunity to give more time for each client and better collaboration between various parties. The respondents considered that the implementation of good guardianship is hampered by, for example, hurry and matters related to the action of the workplace community. In the future it should be considered which measures could be taken to remove the obstacles presented and to improve the preconditions of implementing good guardianship.
