Tiivistelmä
Projektin ohjaavana elementtinä on usein ohjausryhmä, jonka tehtävänä on ohjata ja tukea projektia ja projektipäällikköä sekä tehdä tarvittavat päätökset, jotta projektin lopputulos olisi mahdollisimman onnistunut. Projektipäälliköllä on vastuu projektin toteuttamisesta ohjausryhmän linjausten mukaisesti, mutta lopullinen vastuu projektin onnistumisesta on ohjausryhmällä.
Työn yhtenä tavoitteena oli kartoittaa kirjallisuuskatsauksella ohjausryhmän tehtävät, vastuut ja vaikuttavuus erityisesti julkishallinnollisissa projekteissa. Lisäksi toteutettiin kvantitatiivinen kyselytutkimus Turun kaupungin projektien ohjausryhmien jäsenille ja projektipäälliköille. Kyselytutkimuksella selvitettiin ohjausryhmätyöskentelyn nykytilannetta, ohjausryhmän vaikuttavuutta projektin onnistumiseen ja projektipäällikön vaikutusta ohjausryhmän työskentelyyn. Näiden lisäksi tutkittiin projektien haastavuutta Turun kaupungissa.
Kirjallisuuskatsauksessa havaittiin, että ohjausryhmän työskentelyä, ja sen vaikuttavuutta projekteihin on tutkittu hyvin vähän. Kyselyyn saatiin tarpeeksi vastauksia ja vastaukset eivät olleet painottuneet. Lisäksi tutkimuksen luotettavuus on hyvä.
Turun kaupungin projektit ovat yleensä pitkiä ja useimmiten projekteissa on mukana muitakin tahoja kuin pelkästään kaupungin henkilöstöä. Lisäksi lähes joka toisen projektin budjetti on yli 200 000 euroa, joten suuri osa Turun kaupungin projekteista ovat haastavia.
Suurimmalla osalla Turun kaupungin ohjausryhmien jäsenistä ei ole tarpeeksi aikaa hoitaa rooliaan ohjausryhmässä eivätkä he myöskään ole valmistautuneet riittävästi ohjausryhmän kokouksiin. Kuitenkin tutkimuksen tärkeimpänä tuloksena voidaan todeta, että projektit onnistuvat paremmin, kun ohjausryhmät hoitavat tehtävänsä ja vastuunsa sekä ovat sitoutuneet projektiin ja sen onnistumiseen. The control element of a project is often the steering group whose task is to manage the project and project manager and make any necessary decisions in order to ensure that the outcome of the project is as successful as possible. The project manager is responsible for the execution of the project according to the guidelines set by the steering group, but the steering group bears the ultimate responsibility for the success of the project.
The objective of the present study is to examine the duties, responsibilities and influence of the steering group, particularly in public administration projects, by conducting a literature review. In addition, a quantitative survey was carried out amongst the members and project managers of the steering groups appointed for the projects of the City of Turku. The survey was used to investigate the current situation of steering group work, the group’s influence on the success of the project, and the influence of the project manager on the work of the group. Moreover, the challenge level of the Turku City projects was studied.
The literature review showed that there are only a few studies on the steering group work and its influence. The number of responses received to the survey was sufficient, and they were not biased, thus the reliability of the study is good.
The Turku City projects are usually long, and often other parties than the council staff are involved in them as well. Furthermore, almost every other project has a budget of over 200,000 euro, which makes a large number of the projects challenging.
Many members of the Turku steering groups do not have enough time to fulfil the requirements of their roles in the groups and, therefore, they have not prepared themselves sufficiently for the meetings. However, the most important finding of the study is that projects are more likely to succeed when the steering groups carry out their duties and responsibilities and are committed to the project and its success.
