Tiivistelmä
Vuoden 2020 alussa uudistettu lastensuojelulaki edellytti, että kaikissa lastensuojelun sijaishuollon yksiköissä laaditaan omavalvonnan liitteeksi hyvän kohtelun suunnitelma. Suunnitelma tulee laatia yhdessä sijaishuollon yksikössä asuvien lasten kanssa. Lakiuudistus antoi hyvän kohtelun suunnitelman sisällölle ohjeet, mutta suunnitelman muoto, kieliasu ja toteutus olivat jokaisen laatijan vapaasti valittavissa. Tässä opinnäytetyössä keskityin laatimaan suunnitelman kirjoitettuna suoraan lukijalle selkeällä kielellä sekä yksiköiden lasten tuottamilla kuvilla ja teksteillä.
Pikku Tuulensuoja ja Tuulensuoja ovat molemmat 14-paikkaisia sijaishuollon erityisyksikköjä. Asukkaat yksiköissä ovat 13–17-vuotiaita huostaanotettuja lapsia, joilla on erilaisia haasteita ja vaikeuksia elämässään. Hyvän kohtelun suunnitelmat laadittiin yhdessä projektista innostuneiden yksikössä asuvien lasten ja heidän ohjaajiensa kanssa ryhmähaastatteluina. Lapset keskustelivat aiheista innokkaasti sekä toivat mielipiteitään esiin kattavasti. Yllättävää oli, kuinka lapset olivat yksimielisiä kotiintuloaikojen tarpeellisuudesta ja turvallisuuden tärkeydestä. Lasten mielipiteet hyvästä kohtelusta keskittyivät turvallisuutta ja yksilöllisyyttä vahvistaviin asioihin.
Hyvän kohtelun suunnitelman tavoitteena oli myös saada yksiköiden ohjaajat ottamaan suunnitelma aktiiviseksi työmenetelmäksi omaohjaajatyöskentelyyn. Suunnitelman pohjalta on hyvä rakentaa työskentelyä lapsen kanssa koskien lapsen arkeen ja elämään liittyviä asioita. Henkilöstön osalta suunnitelman käyttö työmenetelmänä on jäänyt vähälle. Kaikki yksiköiden ohjaajat kertoivat pitävänsä suunnitelmaa tärkeänä, mutta noin kolmannes heistä ei ollut lukenut suunnitelmaan vielä lokakuussa 2020. Tarkoituksena on jatkaa työmenetelmän kehittämistä sekä käyttöönottoa vielä vuoden 2020 aikana.
Laadittu suunnitelma lähetettiin yksiköissä asuvien lasten sosiaalityöntekijöille sekä sijaintikuntien sosiaalitoimille. Yksiköissä laadittu suunnitelma on yleisissä tiloissa vapaasti kaikkien luettavissa.
Opinnäytetyön ohjasi Anssi Lähde. The reform of child welfare legislation in the beginning of 2020 required all foster care units in child welfare services to have a plan for good treatment to supplement in-house controls. The plan needs to be formulated together with the children living in the foster care unit. The legislative reform provided content guidelines for the good treatment plan, but the format, language and execution of the plan may be freely decided by each author. This thesis focuses on formulating a plan in plain language and accompanied by text and picture provided by the children living in the different units.
Pikku Tuulensuoja and Tuulensuoja are both special foster care units with housing for 14 clients in each unit. The residents are children between the ages of 13 and 17 taken into care. The children have varying challenges and difficulties in their lives. The good treatment plans were drawn up in group interviews together with children living in the units who were enthusiastic about the project, and their instructors. The children were eager to discuss the topics and brought forward their opinions extensively. Surprisingly, the children agreed on the importance of curfews and safety. The children’s opinions on good treatment focused on matters that reinforce feelings of safety and individuality.
The goal of a good treatment plan was to also encourage the instructors in the units to incorporate the plan as an active working method of personal instruction. The plan is a good starting point to build on when working on issues regarding daily life and life in general. The personnel have made less use of the plan as a working method. All the instructors in the units said they though the plan was important, but roughly one third of them had not read the full plan as of October 2020. The goal is to continue developing the working method and implementation during the rest of 2020.
The plan that was formulated was sent to the social workers in charge of the children living in the foster care units and to the social services offices in the respective municipalities. The plan is freely accessible for reading in the units’ common areas.
