Palkanlaskennan oppimateriaali Opi.palkka.fi-palveluun

Abstract

Tämän opinnäytetyön tarkoituksena oli tehdä palkanlaskennan oppimateriaali Tampereen ammattikorkeakoulun liiketalouden koulutusohjelman opetuskäyttöön. Oppimateriaali sisältää käyttöohjeet ja harjoitustehtäviä Opi.palkka.fi – palveluun, joka on maksuton palkanlaskennan oppimisympäristö internetissä. Opi.palkka.fi otettiin käyttöön syksyllä 2011.

Tavoitteena oli tuottaa hyödyllinen ja selkeä koulutusmateriaali, jonka toimeksiantaja voi ottaa käyttöön osana palkkahallinnon opetusta; käytännönläheinen opiskelu tehostaa uusien asioiden oppimista ja muistamista. Toimeksiantaja olisi halunnut hyödyntää Opi.palkka.fi – palvelua opetuksessa jo aiemmin, mutta ongelmaksi muodostui sopivan oppimateriaalin puuttuminen.

Työn teoriaosuudessa käsitellään palkanlaskentaprosessi ja sen eri vaiheissa huomioitavat yleiset asiat, kuten eri palkkaustavat, työaika, vuosiloma, bruttopalkasta tehtävät vähennykset ja palkkakirjanpito. Teoria pohjautuu pääosin erilaisiin lakeihin ja eri toimialojen työehtosopimuksiin, palkanlaskentaa käsitteleviin teoksiin sekä Verohallinnon ohjeisiin. Sekä oppaassa että teoriaosuudessa keskityttiin palkanlaskennan perusasioihin, koska kyseessä on opetustarkoitukseen tuotettu materiaali.

Työn tulos eli palvelun käyttöohjeet sisältävät kuvallisen ohjeistuksen muun muassa yrityksen ja työntekijän tietojen tallentamiseen, palkanmaksuun ja sen korjaukseen sekä erilaisten palkanlaskentaan liittyvien raporttien ja ilmoitusten muodostamiseen. Harjoitustehtäviä on yhteensä neljä ja ne ovat vaativuudeltaan eritasoisia.

The objective of this thesis was to make learning material for teaching payroll administration on the Degree Programme in Business Administration at Tampere University of Applied Sciences. The learning material consists of an instruction manual and a few exercises which the students can do online in a payroll service called Opi.palkka.fi. Opi.palkka.fi is a free internet-based learning environment for practising payroll-related tasks. It was opened in the fall 2011.

The aim was to produce a package of useful and clearly readable education material which the client can put into operation as a part of payroll administration teaching, because practical exercises make the learning and remembering of new subjects more effective. The client would have liked to take advantage of the Opi.palkka.fi service in the Business Administration curriculum earlier, but the lack of learning material was a problem.

The theoretical part of this thesis covers the payroll administration process as a whole, and all the common issues which must be taken into consideration at different stages during the process, such as the various ways to pay, working hours, annual leave, deductions to be made from the gross pay, and payroll accounting. The theory section is mainly based on various laws and collective agreements in different fields of work, and also on the regulations of the Finnish tax administration. In both the practical and the theory sections the emphasis is on the basics of payroll administration, because the material produced is intended for teaching undergraduates, not professional payroll personnel.

The final outcome, i.e. the manual for using the service, contains illustrated instructions on, for instance, how to save information about a company and its employees, how to pay salaries, and how to correct erronious payments afterwards. Creating the reports and registration forms which relate to the calculation of salaries is also covered in the service manual. There are four exercises in all and they are all on different levels of difficulty.
