Tiivistelmä
Detta examensarbete är en studie om huruvida bemanningen på finska småtonnagefartyg i utrikestrafik räcker till för att uppfylla de internationella och nationella krav som ställs på arbets- och vilotider. Jag granskar även hur bekanta däcksbefälet på dessa fartyg är med reglerna och hur de anser att regelverket kan omfattas i praktiken.
Metoden för arbetet består av en kvalitativ utredning med intervjuer av sex personer som arbetar eller nyligen har arbetat som däcksbefäl på finska småtonnagefartyg. Den teoretiska delen av arbetet grundar sig på den gällande finska lagstiftningen och internationella överenskommelser inom ämnet.
I arbetet lyfter jag fram de problem som förekommer i trafiken med små fartyg som är bemannade med en liten besättning. Med liten vaktgående besättning uppstår det lätt problem ifall vakthållningsarrangemangen inte är väl genom-tänkta. Genom arbetet har jag lyft fram en del av de vanligaste problem som kan uppstå och ger även idéer till lösning av dem.
Många styrmän och befälhavare är okunniga angående de gällande reglerna om arbets- och vilotider till sjöss. Orsaken till detta anser jag är bristfällig intern information inom rederierna och fartygen, men också ett för flyktigt behandlande av ämnet inom sjöfartsutbildningen. Information om ämnet finns dock nära till hands på fartygen i form av lagtexter och webbaserade publikationer. This thesis is a study on whether the manning of Finnish small tonnage ves-sels in international trade is sufficient to meet the internation-al and national requirements for hours of work and rest. I also examine how familiar deck officers on these vessels are with the rules and regulations.
The method consists of a qualitative study of interviews with six people that are working or have recently worked as deck officers on Finnish small tonnage vessels. The theoretical part of the thesis is based on the current Finnish legislation and international agreements on the subject.
In the thesis I highlight the problems that occur in the traffic with small vessels manned by a small crew. With a small watchkeeping crew prob-lems can easily arise if the arrangements on hours of rest are not well thought out. In the thesis I discuss the most common problems that can occur and pro-vide ideas in solving them.
Many masters and officers of the watch are unaware of the existing rules and regulations on hours of work and rest at sea. The reason for this I believe is a lack of internal information within the shipping companies and aboard ships, but also the amount of teaching the subject in mari-time education is somewhat limited. Although the interviewees lack the knowledge by heart, they know where to find information on the subject aboard and in web-based publications.
