This empirical study has identified the production process of low budgets features in both Finland and Germany, from a producer's point of view. The motive was the limited information given on international production, during the course of my studies. The research questions were answered with the help of, qualitative semi-structured interviews with producers and distributors as well as topic specific web pages. The collected data clarifies all aspects of pre-production, which are planning, financing and detailed pre-production. The aim is that the thesis can serve as a production guide for both the Finnish and the German film industry. The thesis contains a thorough study of the financial supports while the topic in whole is generally overviewed. The study shows how differences and variations in the work process depend on the producer's personal background, learned ways of working and contacts. Every film has a unique financing and only the producer's own imagination is the limit to its construction, even if the base usually is consistent in both countries.
