Tiivistelmä
Tämän opinnäytetyön tavoitteena oli tutustua erilaisiin esteettömyyttä parantaviin toimenpiteisiin korjausrakentamishankkeen yhteydessä. Työssä tutkittiin erilaisia mahdollisuuksia toteuttaa esteettömyysvaatimuksia kohteessa, joka on 1970-luvulla valmistunut betonielementtirakenteinen taloyhtiö. Kahteen 6-kerroksiseen asuintalorakennukseen tehtiin linjasaneeraus käyttövesiputkien osalta sekä asennettiin uudet sähkösyötöt ja ryhmäkeskukset.
Mahdollisia ratkaisuja esteettömyyden toteuttamiseksi korjausrakentamisurakan yhteydessä on yllättävän vähän. Valtioneuvoston asetus esteettömyydestä määrää, että korjauksien on oltava kohtuullisia ja käyttäjäkunta huomioiden järkeviä. Tämä antaa mahdollisuuden pohtia, mitkä ratkaisut todellisuudessa ovat kohtuullisia, ja mitkä välttämättömiä.
Rakennuksien esteettömyyttä ei ollut aikaisemmin juurikaan ajateltu. Pihalta sisälle oli useamman portaan nousu ja sisätilat olivat hieman synkät. Hissit ovat suhteellisen pienet ja ovet manuaalisesti käytettäviä. Rakennuksiin tehtiin uudet esteettömät sisäänkäynnit alimpien tuuletusparvekkeiden tilalle sekä yksi hissi vaihdettiin uuteen. Uusi hissi on varustettu automatisoiduilla ovilla ja se kulkee myös kellariin asti, mitä vanhalla hissillä ei pystynyt toteuttamaan.
Kiinteistön piha-alue oli jo entuudestaan lähes esteetön. Piha-alueella parannettiin pelastusteiden geometriaa ja valaistusta. Leikkipaikalla olevalle oleskelualueelle tehtiin laatoitettu kulkutie ja leikkipaikan valaistusta parannettiin.
Tästä opinnäytetyöstä löytyy tietoa asuinkerrostaloon esteettömyyskorjausta suunnittelevalle, erityisesti isännöitsijöille ja taloyhtiöiden hallituksille sekä urakoitsijalle. Tähän opinnäytetyöhön on kerätty esteettömyyteen liittyviä lakeja ja asetuksia sekä avattu niiden tarkoitusta. The aim of this thesis was to get acquainted with various methods to improve accessibility in connection with a renovation project. The aim is not to invent new methods, but to explore different possibilities in the example site.
The example site is a concrete element condominium built in the 1970s, which consists of two 6-storey residential buildings. Both buildings underwent line renovations for domestic hot water pipes and installed new power supplies and group switchboards.
The accessibility of buildings has hardly been thought of before. There were several steps from the courtyard to the inside and the interior was a bit gloomy. The elevators are relatively small, and the doors can be operated manually. New barrier-free entrances were made to the buildings to replace the lowest ventilation balconies, and one elevator was replaced. The new elevator is equipped with automated doors and also runs to the basement, which could not have been implemented with the old elevator.
The yard area of the property is already almost unobstructed. The geometry and lighting of the rescue routes were improved in the yard area. A tiled walkway was made to the play area in the playground and the lighting in the playground was improved.
There are surprisingly few possible solutions for implementing accessibility in the context of a renovation contract. The Government Decree on Accessibility stipulates that repairs must be reasonable and reasonable in view of the user community. This provides an opportunity to consider which solutions are actually reasonable and which are necessary.
This thesis provides information for anyone who is planning an accessibility renovation for a residential apartment building, especially for property managers and housing association boards, as well as for contractors. Laws and regulations related to accessibility have been collected for this thesis, and their purpose has been explained.
