Tiivistelmä
Datatalous on kansainvälisesti nouseva tulevaisuuden trendi ja sen hyödyntämiseen mukaan pääsemiseksi EU-tasolla tehdään paljon töitä. EU:n suurin huoli on, että data keskittyy muutamille yhdysvaltalais- tai kiinalaisomisteisille yrityksille ja yksityishenkilöstä kerätty tieto on täysin vapaasti näiden tahojen hyödynnettävissä.
EU pyrkii lainsäädännöllä turvaamaan yksityisen henkilön oikeuden itsestään kerättyyn dataan ja tämän kautta myös varmistamaan, että data on tulevaisuudessa laajemman käyttäjäjoukon hyödynnettävissä. EU:n MyData-periaate määrittelee henkilöstä kerätyn datan käyttöön yksilökeskeisen mallin. Tämän mallin perusajatus on, että yksilö hallinnoi itsestään kerättyä dataa ja voi antaa tai siirtää sen käyttöön haluamilleen tahoille.
MyData-periaatteella toimivia verkostoja on vielä vähän ja tutkimus on painottunut pääasiassa mahdollisten alustatoimijoiden liiketoimintamallien ja roolien sekä yleisten MyData-periaatteen sääntöjen hahmotteluun.
Tämän työn aiheeksi on valikoitunut MyData-periaatteella toimivan alustayhtiön tulonjakomallit. Tarkemmin määriteltynä tulonjako alusta operaattorin ja alustalla toimivien datan tuottajien välillä sekä alustalla toimivien datan tuottajien välillä. Tästä aiheesta ei ole vielä tutkimusta eikä juurikaan käytännön kokemusta. Tässä työssä kartoitetaan tutkimustapauksena olevan terveysdataverkoston näkemyksiä siitä minkälaisia ominaisuuksia tulonjakomallin tulisi sisältää, jotta se olisi alustalla toimivalle sovellusyritykselle houkutteleva.
Tutkimus toteutettiin teemahaastattelujen avulla ja siinä ilmeni selkeästi, että tulonjakomallin tulee olla alussa mahdollisimman yksinkertainen molempiin suuntiin; sekä alustaan päin että toimijoiden välillä. The main concern of the EU is that the data is now consolidated to a few US and Chinese corporations and the data collected from the individuals is freely to be used by them.
By making new legislation the EU is trying to make sure that the data collected from an individual is in control of that person. By doing this the EU is also trying to make sure that the collected data can be used by larger range of developers. The MyData principle of the EU defines that the data collected from an individual would be handled using a person centric model: The core idea of the MyData principle is that an individual is in charge of his/her data and can choose to whom to give the rights to use of it.
There are only a few ecosystems that use the MyData principles. This is why the current scientific studies have focused mainly on to the ecosystem operators roles and business models. Others focus in generally defining the rules of the ecosystem that work with the MyData principles.
The focus of this study is to explore the income share models for a health data platform that uses the MyData principles. Specific points of interest are the income sharing model between the platform and the data creators and on the other had the income sharing model between the different data producers. The objective of the study is to survey the opinions of a health data network members about beneficial features of an income sharing model.
The study was implemented with a theme interviews and the main result was that the income sharing model should be as simple as possible to both sides.
