Tiivistelmä
Opinnäytetyön tarkoituksena oli selvittää Lounais-Suomen poliisilaitoksen Porin poliisiaseman monialatutkinnan kehityskohteita työn virtaavuuden näkökulmasta. Tarkoituksena oli selvittää työn virtaavuutta estäviä tekijöitä ja miten näitä voidaan poistaa.
Tutkimusmenetelmänä oli laadullinen tutkimus ja se toteutettiin perehtymällä esitutkintaa koskevaan lainsäädäntöön, lain esitöihin ja oikeuskirjallisuuteen sekä tutkittiin työn kehittämisen ja Lean-periaatteeseen liittyvää kirjallisuutta. Opinnäytetyöhön suoritettiin haastatteluita, mitkä kohdistettiin Porin poliisiaseman monialatutkinnan työntekijöille. Haastatteluissa kysyttiin työntekijöiden näkemyksiä monialatutkinnan ongelmakohdista ja heidän näkemyksiänsä monialatutkinnan kehittämiseen.
Opinnäytetyössä havaittiin, että suurimmaksi työn virtaavuutta estäväksi syyksi koettiin työmäärä ja muita syitä taustalta on vaikea tunnistaa, koska ne hukkuvat työmäärän taakse.
Opinnäytetyön johtopäätöksenä on, että työn virtaavuutta on syytä lähteä parantamaan johtajuutta terävöittämällä ja opinnäytetyön tuloksena laadittiin kehitysehdotus, miten tutkinnanjohtajat ja tutkijat voivat yhteistyössä kehittää työn organisointia ja löytää ongelmakohtia sekä ratkaisuja niihin. The purpose of the thesis was to find out the development targets of the criminal investigation of the Pori police station of the Southwestern Finland Police Department from the point of view of work flow. The purpose was to find out the factors that hinder the flow of work and how these can be removed.
The research method was qualitative research, and it was carried out by familiarizing oneself with the legislation concerning pre-trial investigation, legal work and legal literature, and by studying the literature related to the development of work and the Lean principle. Interviews were conducted on the thesis, which were aimed at the employees of the Pori Police Station's criminal investigation. The interviews asked employees' views on the problem areas of criminal investigation and their views on the development of criminal investigation.
In the thesis, it was found that the biggest reason hindering the flow of work was perceived as workload and other reasons in the background are difficult to identify because they drown behind the workload.
The conclusion of the thesis is that the flow of work should be improved by sharpening leadership, and as a result of the thesis a development proposal was made on how head investigator and investigator can work together to develop work organisation and find problem areas and solutions.
