Ikäihmisten perhehoidon kuntavastaavan työn selkiyttämisellä kohti perhehoidon tunnettavuuden lisäämistä Turussa

Abstract

Opinnäytetyön tavoitteena oli lisätä ikäihmisten perhehoidon tunnettavuutta Turun kaupungissa palveluohjausta toteuttavien ammattilaisten keskuudessa selkiyttämällä perhehoidon kuntavastaavan työkokonaisuutta. Opinnäytetyössä avattiin myös ikäihmisten pitkäaikaisen perhehoidon kustannuksia suhteessa vaihtoehtoisiin palveluihin. Opinnäytetyö toteutettiin Turun kaupungille.

Opinnäytetyö toteutettiin konstruktiivisena kehittämistyönä. Aineistonkeruu tapahtui ammattilaisille Webropol-alustalla toteutetun kyselyn avulla sekä Varsiftynais-Suomen perhehoitoyksikön koordinaattorin kanssa dialogisesti keskustelemalla. Kyselyn tarkoituksena oli kartoittaa ammattilaisten tietämystä ikäihmisten perhehoidosta sekä näkemyksiä, miten markkinointia voitaisiin tehostaa ja minkälaisena kuntavastaavan rooli ikäihmisten perhehoidossa näyttäytyy. Kysely analysoitiin induktiivisen sisällönanalyysin menetelmää hyödyntäen.

Perhehoidon koordinaattorin kanssa päivitettiin ikäihmisten perhehoitoa koskevat keskeiset prosessikuvaukset ja prosessikuvausten avulla poimittiin keskeiset kehittämishaasteet kussakin prosessin vaiheessa. Prosessikuvauksista muotoutui opinnäytetyön aikana työkalu muun muassa uuden perhehoidon kuntavastaavan perehdyttämiseen. Lisäksi prosessikuvaukset selkiyttivät vastuun- ja tehtävänjakoa eri prosessin vaiheissa. Kyselyn ja prosessikuvausten pohjalta selkiytyi ikäihmisten perhehoidon kuntavastaavan keskeiset työkokonaisuudet; ammattilaisille tiedottaminen, prosessien hallinta ja tekniset toteutukset, perhehoitajan kanssa yhteistyö, maakunnallinen yhteistyö, asiakastyytyväisyyden kartoittaminen ja kokemukset perhehoidosta, perhehoidon asiakkaiden palveluiden koordinointi prosessin eri vaiheissa sekä perhehoidon laadun kehittäminen ja valvonta. Keskeiset työkokonaisuudet kuvattiin opinnäytetyössä ikäihmisten perhehoidon vuosikelloon työn hallinnan lisäämiseksi. Vuosikello on opinnäytetyön merkittävin konstruktio ja se otettiin Turussa käyttöön opinnäytetyön lopussa. Vuosikelloa on mahdollista hyödyntää myös muissa Varsinais-Suomen perhehoitoyksikön sopimuskunnissa. Systemaattisella viestinnällä koettiin jo opinnäytetyön aikana lyhyessä ajassa positiivisia vaikutuksia ikäihmisten perhehoidon tunnettavuuteen.

The aim of the thesis was to increase the awareness of foster home care for the elderly among the professionals implementing service guidance in the city of Turku by clarifying the work package of the municipal foster home care manager. The costs of long-term foster home care for the elderly in relation to alternative services were also opened in the thesis. The thesis was carried out for the city of Turku.

The thesis was implemented as a constructive research method. The data collection was carried out for professionals through a survey conducted on the Webropol platform and in dialogue with the coordinator of the Foster Home Care Unit of Southwest Finland. The purpose of the survey was to map professionals' knowledge of foster home care for the elderly, as well as views on how marketing could be made more efficient and what the role of the municipal foster home care manager appears. The survey was analyzed using the method of inductive content analysis.

With the Foster Home Care Coordinator, key process descriptions of foster home care for the elderly were updated and key development challenges were identified at each stage of the process using process descriptions. During the thesis work, the process descriptions became a tool for, among other things, introducing the new municipal foster home care manager. In addition, the process descriptions clarified the division of responsibilities at different stages of the process. On the basis of the survey and process descriptions, the main work packages of the municipal foster home care manager were clarified; information for professionals, process management and technical implementations, co-operation with the foster home caregiver, provincial co-operation, mapping of customer satisfaction and experiences in foster home care, coordination of foster home care customer services at different stages of the process, and development and control of foster home care quality. The main work packages were described in the thesis in the annual clock of foster home care for the elderly in order to increase work management. The annual clock is the most significant construction of the thesis and it was introduced in Turku at the end of the thesis. It is also possible to utilize in other contract municipalities of the foster home care unit in Southwest Finland. Systematic communication already had a positive effect on the awareness of foster home care for the elderly in a short time during the thesis.
