Tiivistelmä
Euroopan investointi- ja rakennerahastoista (ERI-rahastot) rahoitettavien projektien taloudenhallinta ja rahoittajaraportointi hoidettiin aikaisemmin hajautetusti Turun yliopiston tiedekunnissa ja osaaminen sekä käytännöt vaihtelivat suuresti. Opinnäytetyön tavoitteeksi asetettiinkin näiden toimintatapojen yhtenäistäminen ja haasteeseen vastattiin kehittämällä projektikäsikirja rakennerahastot-tiimille käyttäen konstruktiivista tutkimusotetta.
Projektikäsikirjan laatimiseen saatiin näkemyksiä sekä opinnäytetyön teoria- että empiriaosuudesta. Teoriaosuudessa perehdyttiin projektitoiminnan laatua käsitteleviin teorioihin, ERI-rahastojen ja kohdeorganisaation asettamiin vaatimuksiin projektien talouden hallinnalle ja rahoittajaraportoinnille. Empiriaosuudessa kerättiin tietoa ja kokemuksia yliopistoyhteisölle suunnatulla kyselyllä, työpajoissa sekä tiimipalavereissa. Tiimipalaverit osoittautuivat erittäin tärkeiksi projektioppien keräämisen ja tiimin toiminnan jatkuvan parantamisen kannalta.
Projektikäsikirjan toimivuus käytännössä todistettiin heikon markkinatestin avulla. Käsikirjan sisältökuvauksesta ja sisällysluettelosta on saatavissa hyötyjä myös muille ERI-projekteja toteuttaville organisaatioille. Jotta hyvät käytännöt saataisiin jatkossa laajemmin hyödynnettyä, korkeakouluille voitaisiin perustaa yhteistyöverkosto myös ERI-projekteille uuden ohjelmakauden alkaessa. In the University of Turku, the financial management and reporting of projects financed by the European Investment and Structural (EIS) Funds were previously decentralized in the faculties, and expertise and practices varied widely. The aim of this thesis was to harmonize these practices, and the challenge was met by developing a project handbook for the Structural Funds team using a constructive research approach.
Views on both the theoretical and empirical parts of the thesis were obtained for the preparation of the project handbook. The theoretical part was acquainted with the theories concerning the quality of project management, the requirements set by the EIS funds and the target organisation for the financial management and reporting of projects. The empirical part gathered information and experiences through a survey of the university community, workshops and team meetings. The meetings proved to be very important for collecting lessons learned and continuously improving team performance.
The functionality of the project handbook was proven in practice by a weak market test. The content description and table of contents of the handbook can also benefit other organisations implementing EIS projects. In order to make good practices more widely utilised in the future, a cooperation network could be set up for EIS projects between higher education institutions at the beginning of the new programming period.
