Sisäisen viestinnän tutkimus valtiovarainministeriön hankkeessa - SADe-ohjelman sisäinen viestintä ydintoimijoiden näkökulmasta

Abstract

Tässä tutkimuksessa käsitellään Sähköisen asioinnin ja demokratian vauhdittamisohjelman (SADe-ohjelma) sisäistä viestintää. Toimeksiantajana työlläni on valtiovarainministeriön Julkisen hallinnon ICT-toiminnossa ohjelmaa koordinoiva SADE-tiimi.

Työn tarkoituksena on selvittää mikä SADe-ohjelman sisäisen viestinnän tila on tällä hetkellä, mitä siltä toivotaan ja miten sitä voisi parantaa.

Tutkimukseni on toteutettu kyselytutkimuksena SADE-ohjelman ydintoimijoille. Saatujen tulosten perusteella on arvioitu sisäisen viestinnän nykytilaa ja odotuksia sitä kohtaan. Kyselytuloksia tukena käyttäen on tehty kehitysehdotuksia, joilla SADe-ohjelman sisäinen viestintä saataisiin toimivammaksi.

Ohjelman sisäinen viestintä koetaan tällä hetkellä puutteelliseksi. Tämä johtuu suurelta osin kunnollisen viestintäkanavan puuttumisen vuoksi. Vastaajien toiveena on, että viestintä muuttuisi avoimemmaksi, vuorovaikutteisemmaksi ja aktiivisemmaksi koko ohjelman sisällä. Näiden seikkojen uskotaan osittain paranevan uuden sähköisen työryhmätilan ansiosta.

Sisäistä viestintää olen ehdottanut kehitettävän järjestelmällisempään ja säännöllisempään suuntaan, jolloin voidaan maksimoida tehokas ajankäyttö. Työryhmätilan jatkuva kehitys ja toiminnallisuus sekä toimijoiden osaamisen varmistaminen ovat suuressa roolissa kehitysehdotuksissani. Tämän lisäksi toivoisin ohjelmalle yhtenäistä Internet-sivustoa, joka loisi yhtenäisyydentunnetta ohjelman sisällä.

This research concentrates on internal communication among key actors of the Action Programme on eServices and eDemocracy, as reviewed by key personnel in the programme. The sponsor for this work is the Ministry of Finance of Finland, more precisely the SADe Team, which is the group that coordinates the programme SADe.

The aim of this work is to examine the efficiency of internal communication in the programme at the moment, what personnel expects and how things could be improved.

This research has been executed by conducting a survey, which was sent to the key persons via e-mail. Conclusions have been drawn from the information gathered in the survey about the efficiency of internal communications in the program; improvement suggestions have also been made.

Internal communication in the programme is at the moment considered inefficient. This is because the programme doesn’t have a proper communication channel. The respondents’ wish is that the programme’s internal communications would be more open, interactive and active. The respondents also think that these matters will improve when the electronic workspace is ready.

I have suggested that the programme’s internal communication should be improved by making it more organized and systematic. The electronic workspace needs to be constantly improved as to its functionality. It is also important to make sure that all users have the skills needed to use the workspace properly. I also suggested that the programme develop its own Internet page.
