Alkutuotannon valvonta puutarhaviljemillä : Itä-Savon sairaanhoitopiirin kuntayhtymän ympäristöterveydenhuollon terveysvalvonnan alueella

Abstract

Opinnäytetyön tavoitteena oli kehittää ja tehostaa Itä-Savon sairaanhoitopiirin kuntayhtymän ympäristöterveydenhuoltoalueen alkutuotantovalvontaa. Työ kohdistui selvittämään alueen puutarhatuotantoa ja niiden vihannes- ja marjaviljelmiä. Työn tarkoituksena oli saada uutta tietoa alueen vihannes- ja marjaviljelmien elintarviketurvallisuudesta sekä lisätä vaikuttavuutta ja yhdenmukaistaa alueen alkutuotantovalvontaa.

Työssä tarkastettiin kesällä 2012 alueen vihannes- ja marjaviljelmiä, otettiin kasteluvesinäytteitä sekä haastateltiin viljelmien alkutuottajia. Tarkastettuja viljelmiä oli yhteensä 28 kpl, 25 alkutuottajaa haastateltiin ja kasteluvesinäytteitä tutkittiin 15 eri alkutuotantopaikalta. Valvontatarkastusten, kasteluvesi näytteenottojen sekä alkutuottajien haastattelujen kautta saatiin tietoa alkutuotannon tuotanto-olosuhteista, elintarviketuotannon turvallisuudesta ja laadusta sekä yleisesti alkutuotantoa koskevien säädösten toteutumisesta.

Tarkastetuista alkutuotantopaikoista yli puolelle annettiin jokin toimenpidevaatimus. Suurin osa todetuista epäkohdista liittyi omavalvonnan kuvauksen sisältöön ja alkutuotantoa koskevien vesitutkimustodistuksien puutteisiin. Alkutuotantotilojen säännöstenvastaisuuksiin yleisempänä syynä voidaan pitää toimijoiden tietämättömyyttä lainsäädännön vaatimuksista. Muita syinä olivat myös ammattitaidon puute ja valvonnan riittämättömät resurssit. Viljelmien kasteluvesien tulokset täyttivät vesille asetetut laatu-vaatimukset yhden viljelmän kasteluallasnäytettä lukuun ottamatta. Tarkastukset kuvaavat vihannes- ja marjaviljelmien tuotanto-olosuhteita ja niistä voidaan vetää johtopäätöksiä, mihin osa-alueisiin tulisi tarkastuksilla kiinnittää erityisiä huomioita.

Tuottajien koulutuksen ja ohjeistuksen avulla tulisi pyrkiä parantamaan nyt havaittuja epäkohtia viljelmillä. Alkutuotannon valvontatyö on oikean suuntaista ja siinä kiinnitetään huomioita oleellisiin asioihin. Alkutuotannon valvonnan tehokkuutta voitaisiin edelleen kehittää valvontaviranomaisten koulutusten, erikoistumisen, seutuyhteistyön ja Elintarviketurvallisuusviraston paremman ohjeistuksen avulla. Opinnäytetyöni oli osaltaan tehostamassa alkutuotantovalvonnan kehitystyötä omalla valvonta-alueellaan. Jatkossa olisi hyödyllistä ja mielenkiintoista toteuttaa jatkoselvitys tämän alkutuotanto-tarkastusprojektin vaikuttavuudesta alueen viljelmille.

The purpose of this thesis was to develop and improve the controls of primary production in Eastern Savo environmental health area. The work focused on determining the horticultural production of the area and the vegetable and berry farms in the region. The purpose was to get new information about the food security of the vegetable and berry farms and to increase the effectiveness and harmonization of the primary control. In this work, vegetable and berry farms were checked in the summer of 2012, samples of crops irrigation water were taken and the primary producers of the farms were interviewed. The number of inspected farms was 28 in total, 25 operators were interviewed and the irrigation water samples were examined in 15 places of primary production. Primary production controls, irrigation water researches and interviews with the primary producers were to give information on the primary production conditions, the production food safety and quality, as well as the implementation of the regulations concerning the primary production in general. Of the primary places more than half required further measures. Most of the identified deficiencies related to the description of the content of self-monitoring, and deficiencies in the water study certificates concerning the primary production. The most common cause to irregularities in the facilities of the primary production farms can be considered the operators' ignorance of law requirements. Other reasons were the lack of skills and insufficient resources of control. The irrigation water results of the plantations met the water quality requirements set for one crop irrigation pool with the exception of one sample. The inspections describe the production conditions of the vegetable and berry crops. From them you can draw conclusions about which aspects of the inspections should receive special attention. One should aim to improve the identified weaknesses of the plantations by training and briefing the producers. Primary production control work is in the right direction and it draws attention to the essential points. The efficiency of control in primary production can be further improved by the training of the supervising authority, specialization, regional co-operation and better guidance from the Finnish Food Safety Authority. My thesis was to contribute to improving the efficiency of primary control of development in its own territory. In the future, it would be useful and interesting to carry out further study of this primary verification of the effectiveness of the project area farms.
