Examensarbetet behandlar kommunernas skyldighet att ordna missbrukarvård av god kvalitet. En missbrukarvård av god kvalitet bör vara lättillgänglig, mångsidig, professionell, icke diskriminerande eller stigmatiserande, tillräckligt omfattande och erbjuda klienterna möjligheter till delaktighet i vården. I den teoretiska delen behandlas kvalitetskriterierna och deras grund i lagstiftning och kvalitetsrekommendationer. Det kan konstateras att kriterierna är svåra att definiera och mäta och att det därför kan bli svårt att bedöma om avsedda mål uppnås.
I arbetets empiriska del redovisas resultat från en webbaserad enkät som riktades till kommunala tjänstemän och förtroendevalda inom den sociala sektorn. Syftet var att undersöka deras åsikter om hur kommunen lyckas med arrangerande av missbrukarvård. Speciellt undersöktes åsikter om öppenvårdens kvalitet och huruvida den vård som erbjuds kan anses motsvara det behov som finns i kommunen. För att komplettera undersökningsresultaten gjordes också en intervju med en terapeut vid en A-klinik.
Frågorna gällde både utbud och efterfrågan av olika tjänster inom kommunernas missbrukarvård samt de kommunala tjänstemännens och beslutsfattarnas villighet och beredskap att komplettera den kommunala servicen med köp av tjänster från tredje sektorn med eller utan RAY stöd. Av de svarande anser 45 % att det är möjligt att köpa tjänster med RAY stöd, medan 25 % föredrar alternativet att utöka kommunens eget utbud av tjänster och 19 % föredrar köp av tjänster från andra kommuner. Endast 7,7 % av de svarande är villiga att köpa tjänsten från tredje sektorn utan finansiellt stöd från RAY.
Undersökningsresultaten visar att 57 % av de tillfrågade tycker att utbudet av vård och service inom missbrukarvården inom den egna kommunen är tillräckligt, medan 33 % tycker att det finns för litet utbud. Trots att mer än hälften av de svarande anser att serviceutbudet är tillräckligt så saknas i vissa kommuner stödboende, dagcenter, dagverksamhet och arbetsverksamhet. Resultaten visar också att informationen till klienterna om olika vård- och servicealternativ är bristfällig. Det kan även konstateras att instrumenten för bedömningen av behovet av tjänster ännu är otillräckliga och diffusa och varierar från kommun till kommun. My Bachelor’s thesis deals with the municipalities´ obligation to provide substance abuse treatment of good quality. Good substance abuse treatment should be easily accessible, versatile, professional, non-discriminatory, non-stigmatizing, and sufficiently comprehensive as well as offer clients opportunities for involvement in their care. The theoretical part deals with the quality criteria; their basis in legislation and their recommendations concerning quality. However, the criteria are difficult to define and measure which may make it difficult to assess whether the intended objectives are reached.
The empirical part of the thesis presents the results of a web-based questionnaire sent to municipal officials and elected representatives within the social sector. The aim was to investigate their opinions on how the municipality succeeds in providing substance abuse treatment. Special focus was put on their opinions about the quality of outpatient care and whether the care offered could be considered to correspond to the needs in the municipality. To complement the findings of the study, an interview with a therapist at an A-Clinic was also carried out.
The questions focused both on the supply and demand of various services within the substance abuse care of the municipalities, as well as on the municipal officials’ and decision-makers' willingness and readiness to complement municipal services with the purchase of services from the third sector, with or without the support of RAY. Of the respondents, 45 % consider it possible to purchase services with RAY support, while 25 % prefer the option to expand the municipality's own range of services and 19% prefer purchasing services from other municipalities. Only 7.7 % of respondents are willing to buy the service from the third sector without financial support from RAY
