Tiivistelmä
Tämän kehittämistyön yhteistyöorganisaatioina toimi Tuisku Terveys- ja Sosiaalipalvelut Oy. Yrityksen tavoitteena on tuottaa laadukkaita lastensuojelun sijaishuollon erityisyksikkötason mukaisia palveluja kuntien muuttuviin tarpeisiin. Yrityksen strategiassa palveluiden mittaamisen kehittäminen ja palveluiden vaikuttavuuden lisääminen on nostettu kehittämisen keskeiseksi painopisteeksi.
Kehittämistyön tarve lähti liikkeelle yhteistyöorganisaatioin tarpeesta saada käyttöönsä sijaishuollon hoidon ja kasvatuksen vaikuttavuuden arviointiin soveltuva arviointimenetelmä. GAS eli Goal Attainment Scaling on arviointimenetelmä, joka mahdollistaa kuntoutujan yksilöllisten tavoitteiden asettamisen ja tavoitteiden tilastollisen mittaamisen. Suunnitteluvaiheessa kehittämistyön kohteeksi rajattiin sijoitettujen lasten hoito- ja kasvatussuunnitelmatavoitteiden laatimisen ja arvioimisen kehittäminen GAS-menetelmää apuna käyttäen.
Kehittämistyöni eteni projektimuodossa ja se noudatteli osallistavaa toimintatutkimuksellista lähestymistapaa. Kehittämistyön aikana toteutettiin neljä GAS-koulutus/ohjauspäivää. Käytännön toimijat olivat aktiivisesti mukana kehittämistyön toteuttamisvaiheessa ja heidän kokemustensa perusteella tavoitteenani oli arvioida, soveltuuko GAS-menetelmä sijaishuollossa olevien lasten hoito- ja kasvatussuunnitelmatavoitteiden arvioimiseen.
Kehittämistyöni arviointi perustuu sijoitetuilta lapsilta, omaohjaajilta ja työn tilaajalta saatuun palautteeseen sekä itsearviointiin. Käytännön toimijoiden kokemukset GAS-menetelmän käyttämisestä olivat rohkaisevia ja niiden perusteella GAS-menetelmän käyttöönottamista kannattaa ehdottomasti jatkaa yhteistyöorganisaatioissa. GAS-menetelmän avulla lapsen oman osallisuuden koettiin lisääntyvän ja edistysaskeleiden huomioimisen koettiin vahvistuvan. Työn tilaajalta saadun palautteen mukaan kehittämistyöni vastasi työn tilaajan tarpeisiin kokonaisuudessaan erinomaisesti. The partner organization in this development work was Tuisku Terveys- ja Sosiaalipalvelut Oy. The objective of the company is to provide high-quality, special unit level services for demanding substitute care in child welfare to meet the changing needs of municipalities. The company’s strategy raises the improvement of service assessment and the increase in the effectiveness of the services as focus points in the development.
The need for the development work started from the need of the partner organizations to have an evaluation method suitable for assessing the effectiveness of substitute care and education. GAS, i.e. Goal Attainment Scaling, is an assessment method that enables the setting of individual goals for each rehabilitee and the statistical measurement of these goals. During the planning stage, the development of the drafting and assessment of the care and education plan objectives of the children in placement by using the GAS method was defined as the subject of the development work.
My development work took the form of a project and followed the participatory action research approach. Four GAS training/coaching days were held during the process of the development work. The professionals doing the practical work were actively involved in the implementation stage of the development work and based on their experiences, I aimed to assess the suitability of the GAS method for assessing care and education plan objectives for children in substitute care.
The evaluation of my development work is based on feedback from the children in placement, their primary counsellors and the commissioner of the work, as well as on self-evaluation. The experiences of the professionals in using the GAS method were encouraging and, based on them, it is definitely worthwhile to continue introducing the GAS method in partner organizations. The GAS method was perceived to increase the child's own involvement and to strengthen the observation of progress. According to the feedback from the client, my development work as a whole met the needs of the client in an excellent way.
