In Finland there are currently at least 22 active non-commercial local tv organizations. The organizations are run predominantly by volunteers. The problem the organizations face in the current situation is the failure to secure the regrowth of volunteer workers, thus threatening the existence of the local tv organizations. The purpose of this thesis is to improve the understanding of the problems local tv organizations in Swedish-finland faces today and also to develop a model with which the organizations could be revitalized. The thesis is based upon a qualitative study and it proposes a new business model that is adapted to a world that has changed since the childhood of local television. The results of the study shows that the local tv organizations aswell as their umbrella organization, the Finland-Swedish Local TV Association, needs to abandon a model based on voluntary work and move to using an employed workforce for parts of the work. Accompanying this change, the business models of the organizations should be adapted so that enough revenue is generated to provide for the change.
