Pohjois-Korea matkakohteena ja maahan suuntautuvan matkailun eettisyys

Abstract

Opinnäytetyön tarkoituksena oli tutkia Pohjois-Koreaa matkakohteena sekä selvittää tulevatko maan ongelmat esiin matkan aikana. Lisäksi tarkoitus oli pohtia sinne suuntau-tuvan matkailun eettisyyttä maan tiedossa olevien ihmisoikeusrikkomusten ja diktatuuri-hallinnon perusteella. Tuloksia ei julkaista absoluuttisena totuutena.

Tutkimusongelmaa lähestyttiin ihmisoikeuksien ja vastuullisen matkailun teorian näkö-kulmasta. Työn kontekstina käsiteltiin Pohjois-Koreaa yleisesti maana, sen historiaa sekä sen taustalla vaikuttavia ideologioita sekä järjestelmiä. Kontekstissa selvitettiin myös maan nykyinen ihmisoikeustilanne.

Tutkimus toteutettiin kevätlukukaudella 2014 kvalitatiivisella tutkimusmenetelmällä. Tut-kimusmetodeina käytettiin haastattelua ja havainnointia. Aineistoa kerättiin haastattele-malla Pohjois-Koreassa käyneitä matkailijoita, vastuullisen matkailun asiantuntijoita sekä Pohjois-Koreaan matkoja tekeviä suomalaisia matkanjärjestäjiä.

Tuloksista selvisi, että Pohjois-Koreassa on matkakohteena potentiaalia sekä maa ei ole aivan sellainen kuin länsimaisten ennakkoluulot olettavat. Pohjois-Korean ongelmat tulevat esiin matkan aikana, vaikka niitä yritetäänkin peitellä. Lisäksi selvisi, että Pohjois-Korean matkailu ei sovi vastuullisen matkailun periaatteisiin eikä tämän perusteella olisi eettistä, mutta tiettyjen seikkojen valossa matkailua sinne ei voida pitää pelkästään epä-eettisenä.

Tutkimuksen pohjalta nousi esiin kaksi jatkotutkimusta. Toinen käsittelee Pohjois-Koreaan suuntautuvaa mahdollista matkailuboikottia ja toinen matkanjärjestäjän eettisen vastuun lisäämistä.

The objective of the thesis was to examine North Korea as a travel destination and to find out whether its problems emerge during one’s trip. In addition, the objective is to question the ethicalness of tourism to North Korea considering its dictatorship and widely known human rights violations. The results are not published as an absolute truth.

The objective of the study was analysed through theory of human rights and responsible travel. The conceptual framework of the study is North Korea as a country, its history and the political ideology and other systems operated by the regime. The conceptual framework includes a report covering the current human rights situation in North Ko-rea.

The study was conducted in the spring semester of 2014. The methodological approach of the study was qualitative. The data was collected by means of interview and observa-tion. Travellers who have visited North Korea, experts in the responsible tourism field and Finnish tour operators who organise trip to North Korea were interviewed for the study.

The results indicated that North Korea has potential as a travel destination and the truth behind the country is not in accordion with the prejudices of the westerner’s. North Korea’s problems do emerge during one’s trip although the regime is trying its best to prevent it from happening. In addition, the results indicated that North Korea’s tour-ism does not meet the criteria of responsible tourism and based on the result it would not be ethical. However, considering certain factors one cannot say North Korea’s tour-ism is only unethical.

Based on the study two propositions of study linked to North Korea’s tourism emerged. One is to conduct a study of the positive and negative effects of a possible tourism boy-cott towards North Korea by other countries. The second is to conduct a study if it would be possible for tour operators to increase their ethical responsibility.
