When foreign companies become employers in Finland, there are many factors related to the employment relationship and employer obligations that the company must consider. Information can be hard to find, and the labour legislation can be complex. This study aims to investigate what challenges foreign employers face in the employment and employer set-up process to determine what could be done to make the issues clearer and easier to understand.
Based on a review of the theoretical literature related to employment and employer reporting obligations, qualitative research was conducted through interviews with subject matter experts in the field. In the interviews, the participants were asked questions that helped identify current challenges and important factors that influence the process of hiring employees and establishing local payroll in Finland.
Analysis of the interview responses revealed that foreign companies in general have difficulties in fully understanding Finnish legislation and often need additional support to ensure a smooth set-up. A few recognized key challenges that were emphasized were collective agreements, employment contracts, employee insurances and reporting compliance.
Based on the qualitative research and the theory, a guide to new employers in Finland was created. The guide can be used as a supportive tool by any foreign company representative but can also be utilized by professionals providing services in the industry. The guide provides quick and easy overview of the different topics related to employment and acting as an employer, but also offers summarized central information and easy access to useful resources for further reading about each theme.
