Tiivistelmä
South African organisations require personnel who possess fundamental proficiency in human resources related skills such as planning, as well as recruitment and selection, together with training and development, compensation and benefits administration, in addition to performance management, and, finally, employment relations management.

The Higher Certificate in Human Resource Management (HRM) empowers learners with basic human resource skills. The programme is based upon a sound theoretical and practical foundation. Students will leave the programme with a clear concept of how to apply the basic skills required in order to function as a junior human resource management practitioner. The certificate provides strong foundational Human Resource Management theories, industry-orientated content, and practical skills that can be applied to the workplace. The Certificate programme provides a real-world focus and provides a basis for entry into the working world, professional training, and a gateway to further Higher education. The qualification has been benchmarked against other universities, the South African Board of Peoples Practice (SABPP) and is compatible with international standards in human resource management.

This project aimed to develop a higher certificate qualification in Human Resource Management (HRM). The ADDIE model formed the theoretical foundation and was used to create the certificate programme. The certificate programme will be developed and guided by the Council of Higher Education (CHE) and the Department of higher education (DHET). A model is created that guides the project in its entirety from the internal development to the implementation. However, implementation and evaluation will be limited as these are lengthy processes. Desktop research in the form of case studies and websites was used to gather data. The primary output was the higher certificate in HRM that offers access to applicants who do not achieve the required the APS score for a direct entry into the Diploma course in HRM as well as to industry employees who require a basic qualification in HRM.
