This study examines the impact of public procurement methods on housing provision within the Namibian National Housing Enterprise (NHE) during a noticeable decline in new home construction following the introduction of these procurement methods. As part of a qualitative case study, the research uses empirical data from experts well-versed in NHE procurement activities. The methodology is based on a qualitative framework in which questionnaires were distributed to employees to obtain detailed information about the procurement processes and their effectiveness in housing. Data analysis shows a firm reliance on open tenders as the central procurement strategy, primarily promoting transparency. However, the study points to significant bottlenecks, including financial constraints, material shortages, and regulatory delays hindering procurement and construction. The study results assume that current procurement methods significantly hinder housing provision. It proposes various improvements, including process optimisation technology integration, cost management, comprehensive staff training, and policy revision, to improve the procurement system's performance. The study recommendations highlight the need for continued research, particularly in assessing the impact of policy changes and the long-term sustainability of procurement practices.
