Tiivistelmä
The objectives of this research were to gather information about core characteristics of successfully operated multi-actor community center, that is focusing on integration promotion of refugees and about the role division of its multi-sectoral actors after the social welfare and health care reform in Finland. The reform and recent law amendments have made way for development and innovation.
Theoretical framework of the research consisted of the threefold framework for designing socially innovative governance practices by Campomori and Casula in addition to scientific literature on integration, multi-actor approach and community work. The data was collected from 15 integration promotion field actors in Finland, who represented several sectors of the society. Narrative research framework and the Method of Empathy Based Stories (MEBS) was used in data collection. The collected data was analyzed using qualitative content analysis.
The core findings indicated that the success of integrative multi-actor community center is dependent on dynamic combination of interrelated factors that need to be focused on simultaneously to promote functional operations and cooperation in Finnish community center environments. The findings also indicated that some actor roles in post-reform integration promotion field were still under development and needed to be specified before making comprehensive conclusions on their implications in integration focused multi-actor community center environment.
Further research is required to get overall view on the perception of extensive multi-sectoral group of informants and on role division of the multi-sectoral actors to portray a comprehensive description of the Finnish post-reform context.
