Instruktioner för byggnadsobjekt under 30 m²: enligt bygglag 751/2023

Abstract

Detta examensarbete är ett beställningsarbete av Pargas byggnadstillsyn och är inriktat på bygglag 751/2023, vilken är planerad att träda i kraft den 01.01.2025. Den nya lagen ledde till behov för en utredning av vad det kommer att innebära för byggande av mindre byggnader. Frågor väcks om hur man ska gå till väga då åtgärdstillstånd och anmälan ersätts med endast bygglov samt att storleken på byggnadsobjekt som får byggas, utan en ansökan till byggnadstillsynen, kommer öka till 30 kvadratmeter.

Syftet var att samla information, instruktioner och krav för byggande av mindre byggnader så att personer som inte är insatta i byggbranschen, snabbare och enklare kan hitta den information de behöver för att förverkliga projektet de önskar åstadkomma, enligt bygglag 751/2023. Genom att samla denna information är målet att sammanställa en infobroschyr för att hjälpa personer som vill påbörja ett byggprojekt, att projektera och uppföra säkra och sunda byggnadsobjekt. Genom att öka allmänhetens kännedom och kunskap om lagen och varför dessa restriktioner finns, hoppas byggnadstillsynen minimera mängden olovliga byggnader i framtiden.

Detta arbete innehåller källor och information om den nya bygglagen och hur den kommer att påverka byggandet av byggnadsobjekt under 30 kvadratmeter. Källorna utgörs av lagar, förordningar och bestämmelser och innehåller krav som bör uppfyllas. I examensarbetet ingår också information om vem som ska bära ansvar för projektering, utförande och kontroll av kvaliteten samt hur myndigheten behåller en uppsikt över bebyggelsen i kommunen. Utöver detta finns kort information om olovligt byggande och hur myndigheten utreder sådana fall.

This bachelor’s thesis was commissioned by Parainen building control and focused on Building Act 751/2023, which will take effect on 01.01.2025. The new law led to a need for an investigation of what it will entail for the construction of smaller building objects. Questions raised were such as how to proceed when activity permits and notifications will be replaced with building permits only, and when the size of building objects that may be built, without an application to the local building control, will increase to 30 square meters.

The aim was to gather information, instructions, and requirements for the construction of smaller buildings, so that people who are not familiar with the construction industry can find the information needed to actualize the project and achieve the wanted end goal, according to Building Act 751/2023. By collecting this information, the goal was to compile information into a brochure to help people who want to undertake a construction project, to plan and construct safe and sound building objects. By increasing public awareness and knowledge of the law and why these restrictions exist, the building control hopes to minimize the number of non-permitted buildings in the future.

This work contained sources and information about the new law Building Act 751/2023 and how it will affect the construction of buildings under 30 square meters. The sources were in the form of laws, ordinances and regulations and contain requirements that need to be met. Information on who will be responsible for the planning, execution and control of quality, as well as how the authority maintains oversight of the buildings in the municipality is included in this bachelor´s thesis. In addition to this, there is brief information about non-permitted construction and how the authority investigates such cases.
