This thesis assessed the feasibility and strategic development of establishing a Project Management as a Service (PMaaS) consultancy in Finland. Small and medium-sized enterprises’ (SMEs) requirements were emphasized throughout the study to understand how a service perspective might supply adaptable, efficient, and effective solutions. Utilizing the Double Diamond framework, the research adopted a four-phase methodology: Discover, Define, Design, and Deliver. The business model was developed systematically through such tools as the Value Proposition Canvas and the Business Model Canvas to ensure that these phases would result in a client-centered and operationally effective business model.
The empirical findings underscored the increasing demand for adaptable and cost-effective project management services, supported by interviews, market research, and benchmarking. The results showed that PMaaS is capable of overcoming resource constraints while optimizing operational processes, meeting sustainability goals, and supporting SMEs to navigate the complexities of the modern project economy. This thesis proposes actionable insights for entrepreneurs who are looking to establish resilient and future-proof project management consultancies and works as a contribution to the discussion about service design and creative business practices at large.
