Paperless administration : advantages and challenges of implementing electronic signatures in Hungarian higher education institutions

Abstract

The use of electronic signatures (e-signatures) is becoming more widespread in Hungarian higher education, especially as part of the digital transformation. The framework of the eIDAS Regulation ensures secure, legally recognised electronic transactions between European Union Member States, thereby creating opportunities for increased efficiency. The study looks at how to overcome regulatory and technical obstacles while maximising the advantages of the digital transition.

The results of the research show a mixed picture. Hungarian universities are introducing e-signatures at different rates. Foundation-based universities are adapting more quickly, simplifying enrolment and document management processes, while public institutions are more cautious due to tight budgets and complex regulations. Technical difficulties, cybersecurity concerns and staff resistance are additional obstacles. Nevertheless, the introduction of e-signatures can streamline workflows and increase administrative efficiency. These results not only save time but also align institutions with modern sustainability goals.

Research shows that e-signature adoption is often partial or experimental, but the benefits are undeniable. In the long term, adopting digital tools can lead to more efficient and sustainable operations. With the right strategy, targeted training and trust-building among stakeholders, e-signatures can bring significant progress towards paperless administration in Hungarian higher education.
