Sopimuspalokuntien elinvoimaisuuden kehittäminen Pohjois-Pohjanmaan hyvinvointialueen pelastuslaitoksella

Abstract

Opinnäytetyön kohteena oli Suomen uusin sekä nuorin pelastuslaitos ja sen alueella toimivat sopimuspalokunnat. Pohjois-Pohjanmaan pelastuslaitos on aloittanut toimintansa 1.1.2023. Tavoitteena oli saada kokonaisvaltainen ymmärrys Pohjois-Pohjanmaan pelastuslaitoksen sopimuspalokuntien elinvoimaisuuden nykytilanteesta ja löytää mahdollisia kehittämistoimenpiteitä tulevaisuuden elinvoimaisuuden parantamiseksi.

Tutkimus toteutettiin kyselytutkimuksena sopimuspalokuntiin. Aineistona käytetiin myös aihetta tukevia tutkimuksia Pohjois-Pohjanmaan elinvoimaisuuden tilanteesta sekä tulevaisuuden näkymistä. Aineistoa täydennettiin pelastusalan tutkimuksilla sopimuspalokuntien tulevaisuudesta ja tulevaisuuden näkymistä. Tiedon keruussa hyödynnettiin monipuolisesti kirjallisuutta sekä tietokantoja.

Sopimuspalokuntien elinvoimaisuuden tilanteeseen nyt ja tulevaisuudessa vaikuttavat monet tekijät. Keskeistä on tunnistaa jokaiseen sopimuspalokuntaa yleisesti vaikuttavat tekijät sekä tekijät, jotka vaikuttavat ainoastaan valittuun sopimuspalokuntaan. Sopimuspalokuntien elinvoimaisuutta heikentävien tekijöiden tunnistaminen ja niiden eliminoiminen voi vaikuttaa oleellisesti sopimuspalokuntien elinvoimaan tulevaisuudessa.

Johtopäätöksissä todettiin, että sopimushenkilöstön elinvoimaisuuden todellinen tilannekuva Pohjois-Pohjanmaan pelastuslaitoksella ei välttämättä ole samanlainen, kuin todellinen tilannekuva on pelastuslaitoksen sopimuspalokunnissa. Kyselytutkimuksen vastauksissa esimerkiksi todettiin, että sopimuspalokunnissa kirjavahvuus on suurempi, kuin aktiivisten jäsenten lukumäärä. Tämä voi vääristää tilannekuvan muodostumista pelastuslaitoksen vakihenkilöstöllä.

The subject of the thesis was Finland's newest and youngest rescue service and the contract fire brigades operating in its area. The North Ostrobothnia Rescue Service has started its operations on January 1, 2023. The goal was to gain a comprehensive understanding of the current situation of the vitality of the contract fire service of the Northern Ostrobothnia Rescue Service and to find possible development measures to improve future vitality.

The research was carried out as a survey of contract fire brigades. Also used materials were studies supporting the topic about the vitality situation in North Ostrobothnia and prospects. The material was supplemented with rescue industry studies on the future and prospects of contract fire brigades. In the collection of information, literature and databases were used in a variety of ways.

Many factors affect the vitality of contract fire brigades now and in the future. The key is to identify the factors that affect each contract fire brigades in general, as well as the factors that only affect the selected contract fire brigades. Identifying the factors that weaken the vitality of contract fire brigades, and their elimination can significantly affect the vitality of contract fire brigades in the future.

In the conclusions, it was stated that the real picture of the vitality of contract personnel at the North Ostrobothnia rescue service is not necessarily the same as the real picture of the contract fire brigades of the rescue service. In the answers to the survey, for example, it was stated that in contract fire brigades, the book strength is greater than the number of active members. This can distort the formation of a situational picture by the permanent personnel of the rescue service.
