Tiivistelmä
The subject of this thesis was about the EU Artificial Intelligence Act and its impact on the maritime industry with a focus on ships and Maritime Autonomous Surface Ships (MASS). The objective was to determine how the AI Act as the first legal framework would impact development, deployment and operation of AI systems for MASS and within the maritime domain.

The research involved a detailed analysis of the AI Act with a focus on high-risk AI systems and their applicability to maritime safety and navigation systems. The thesis examined the AI Act requirements regarding compliance, risk management, data governance, technical documentation, record-keeping, transparency, human oversight and cybersecurity.

The methods used in this research included a review of the AI Act text, EU directive and other regulatory documents. The research incorporated theoretical analysis and interpretation of the AI Act implications for the maritime industry.

Material for this thesis comprised the AI Act, its articles, Directive 2014/90/EU on marine equipment and various EU documents. The research result indicated that the AI Act would impact the maritime industry by imposing requirements on high-risk AI systems used onboard ships and MASS. The findings highlighted the importance of human oversight, comprehensive training for deployers and the need for collaboration with regulatory bodies to safeguard compliance and safety. The thesis concluded that the present AI Act presents challenges, but it also enables opportunities for innovation and enhanced operational efficiency in the maritime sector.
