Pressure equipment procurement is a safety-critical process, especially in outsourced environments where governance and knowledge sharing are complex. Despite strict regulations such as the Pressure Equipment Directive and Finnish legislation, unclear responsibilities and fragmented practices increase risks of non-compliance and inefficiency.
The purpose of this thesis was to improve the procurement process of pressure by integrating quality management and knowledge management principles. A qualitative action research was applied, using surveys, interviews, and workshops supported by lean tools such as SIPOC and Value Stream Mapping. The PDCA cycle guided iterative development. Practical tools were created, including a process flowchart, checklists, and a contractual annex to clarify responsibilities. An extranet platform was introduced to consolidate statutory requirements and internal standards, supporting knowledge sharing across organizational boundaries.
The development work improved governance, transparency, and collaboration. These measures enhance operational safety and support continuous improvement. Future actions should focus on measurable indicators and deeper governance for EPCM contractors
