Analysis of Bioeconomy Policies in Finland and Their Implementation

The aim of this thesis is to examine and evaluate the evolution of bioeconomy policy in Finland. The understanding and realization of Finnish bioeconomy policies are increased in this thesis by assessing the initial objectives, their implementation, results and obstacles. It is shown how Finnish national policies for sustainability are linked to global goals such as the green transition and the circular economy. Finally, the implemented policies in Iran are compared with them.
Finland, considering the bioeconomy approach as a distinctive model of results, is presented as being useful example in several ways and for different purposes. First, the improvement of Finnish bioeconomy policies and dealing with problems are enabled for Finnish authorities and groups. Second, a way to compare other countries with Finland is provided for international students and academics. Third, the scientific discourse on sustainability and policy evaluation is contributed to by using Finland as a case study. And by comparing it with Iran, a country relying on cheap fossil fuels, a good perspective is provided for countries that are in the first steps of bioeconomy to move forward towards fossil fuel reduction using bioeconomy goals
Official documents, strategies, and reports from Finnish organizations such as Sitra, LUKE, and the Ministry of Agriculture, as well as documents from Ministry of Agriculture Jihad (Iran) and the Ministry of Economy and Finance, will be examined. The main objectives of the thesis are to understand Finland’s bioeconomy policies, to analyse their outcomes and challenges, and to compare them with those of Iran. The significance and application of the thesis results will be explained: the thesis will be useful for those interested in the bioeconomy, green policy, and sustainability in Finland, as well as for international students and researchers who may use it for cross-country comparisons. The analyses produced will support continuous learning and the monitoring of economic development within educational institutions, ensuring that understanding of the Finnish bioeconomy remains current and up to date.
