Tiivistelmä
This study will address the consumer protection of tourists in Finland and Sri Lanka and draw attention to how the EU model can be used in the tourism sector in Sri Lanka for the reforms. The truth behind this discussion is that to increase the attention of the areas that tourists are more sensitive and practical about such as prepaid services, language barriers, and the legal aspect, for all these things require highly trusted intermediaries if they have negative experiences.

This is desk-based comparative research analyzing the documents related to both countries, such as directives, regulations, reports, and chosen literature in both Finland and Sri Lanka. This study evaluates based on six criteria. The package travel directives and other Finnish acts are clearly established to safeguard the travelers during their travels in predictable way, including refund polices and consumer advisory platforms.

The Consumer Affairs Authority Act and Tourism Act established the regulation to protect the tourist in Sri Lanka along with the SLTD. Through this foundation, ban unjust tourism activities, issue licenses, and make policies for the inspection as well as create and handle platforms for the complaint. However, these regulations are not enough and are practical to safeguard the travelers.

It is clearly emphasized from this analysis that Sr Lanka does not need to fully depend on the EU model, but to increase the tourism sector, is worth it to include the specific characters to the industry to address the international context for the betterment of the industry.
