Tiivistelmä
The thesis will compare the performance of road and rail transport between the three Lakari Dry Port and Port of Rauma with the aim of assessing the prospects of modal shift in the inland logistics system of Finland. To assess the economic, operational and environmental differences between the two modes of transport, the research identifies three indicators, namely, price per unit (EUR/TEU), transit hours and CO2 emissions per tonne-kilometre. The analysis is based on both secondary data Builds on the Traincost railway costing model and reports on logistics performance and primary data obtained through interviewing logistics professionals working in the area. To organize the interdependence among the characteristics of a transport mode, a policy as well as infrastructure conditions and the outcomes of a modal shift, a conceptual framework was designed.

The results indicate that, although road transport is more flexible and has shorter transit time, rail transport proves to have serious benefits concerning the stability of costs as well as environmental performance. The analysis of costs shows that rail is more competitive with the volumes of containers large enough to acquire the economies of scale. The emission test also supports the fact that rail is more appropriate in relation to sustainable logistics because its CO2 level is significantly lower than that of road transport. The costing method was confirmed by the interviews with the industry practitioners who emphasized the increased relevance of rail in addressing the sustainability goal.

All in all, it can be concluded that the potential of modal shift between the road and rail on Lakari-Rauma route can be significantly meaningful given the favourable policy environment, regularity of cargo, and efficient terminal operations. Its findings can be added to the current debate regarding a sustainable freight transport in Finland and can be used in practice by the operators of logistics, policymakers, and port stakeholders focused on cutting emissions and enhancing the efficiency of inland transport networks.
