Land extraction is a legally regulated activity with significant environmental risks, including groundwater contamination, landscape degradation, and the generation of noise and dust. Municipally appointed authorities are responsible for supervising extraction and compliance with legislation and permit conditions. While legislation and national guidelines form the key framework for supervision, the practical implementation of inspections is flexible and largely determined locally. This can lead to variation in inspection practices and operational requirements.
This thesis aims to systematize routine inspections of land extraction permits in order to improve the consistency, efficiency, and accuracy of municipal supervision. This objective was achieved by producing a compact and practical inspection guide that clarifies inspection procedures and assessment criteria and is intended for use by both inspectors and operators in planning their activities.
The study used qualitative methods. It consisted of a literature review of relevant legislation and national guidelines, a mapping of the existing inspection process, and semi-structured interviews with inspectors and operators. The interviews were thematically analyzed to identify recurring challenges, inconsistencies, and areas for improvement in supervision, which were then integrated into the development of the inspection guide.
The results indicate that key challenges in supervision often relate to a lack of consistency, collaboration, and communication, as well as limited objective verification. The guide breaks the inspection process down from preparation to reporting, defines key inspection themes and related typical requirements or recommendations, and promotes transparent procedures. It structures a loosely defined inspection routine into a documented operational model, increasing the predictability of supervision for operators.
