This study examines how RO-Pax shipping companies operating in the Baltic Sea adapt to increasingly strict environmental regulations. The research focuses on growing regulatory pressure from international and European frameworks, including IMO climate targets, the EU Emissions Trading System (ETS) and FuelEU Maritime.
The study uses a qualitative multiple case study approach based on two anonymised
shipping companies and combines expert responses with regulatory and literature-based
sources.
The findings show that environmental regulation increasingly influences both daily
operations and long-term planning. Companies are adapting through investments,
operational measures and environmental management practices.
The study also highlights the uncertainty surrounding future fuel and technology choices.
While long-term climate targets are clear, no single dominant solution has emerged, and
companies continue to explore different pathways under continuing uncertainty.
