Avainsäilöjen asentaminen asunto-osakeyhtiöihin ja niiden tuoma hyöty turvallisuudelle

Abstract

Opinnäytetyön tavoitteena oli selvittää millä, tavoin pelastustoimi saisi oman avainsäilöjärjestelmän asunto-osakeyhtiöihin ja kuinka avainsäilöt tulisi asentaa turvallisuutta heikentämättä. Pelastustoiminnan johtaja joutuu usein tekemään päätöksen, murtautuako kohteeseen vai jäädä odottamaan, että huoltomies tulisi avaamaan oven vajavaisille tiedoilla olosuhteiden takia. Pelastustoimella on käytössä avainsäilöjä kohteissa, joihin on asennettu paloilmoitin. Lisäksi eri pelastuslaitoksilla on ja on ollut erilaisia avainsäilöjärjestelmiä myös muissakin kohteissa kuin paloilmoitinkohteissa. Työssä selvitän aluksi jo olemassa olevat käytänteet eri pelastuslaitoksissa liittyen avainsäilöjärjestelmiin. Opinnäytetyössä tutustuin kirjallisuudesta löytyviin avainhallintaohjeisiin ja säädösperusteisiin, jotka liittyvät pelastusviranomaisten oikeuksiin ja velvollisuuksiin päästä kohteeseen, sekä säädöksiin, jotka turvaavat kansalaisen kotirauhan. Opinnäytetyö oli toiminnallinen opinnäytetyö, jonka lopputuloksena tuli ohje, kuinka avainsäilöt tulisi asentaa Finanssialan Keskusliiton avainsäilöohjeen mukaisesti niin, että ne täyttävät murtoturvallisuusvaatimukset. Työssä pyrin löytämään keinot, kuinka asunto-osakeyhtiöissä asuvat ihmiset saataisiin asentamaan pelastustoimelle avainsäilöt. Opinnäytetyössäni on selvitetty avainsäilöjen tuoman hyödyt kansalaisille, pelastusviranomaisille ja ensihoidolle, joten sen avulla on hyvä perustella avainsäilöjen tarpeellisuutta sekä niiden tuomaa turvallisuutta onnettomuustilanteessa.

The aim of this final project was to find out in which way new keyhold systems could be ar-ranged in housing cooperatives for the needs of the rescue departments, and also, how those could be installed without undermining the security. During an mission the rescue commander often has to make a decision whether or not to break into an apartement although the infor-mation on the incident is very incomplete. In such a situation, waiting for the serviceman to come and open the door may create a risk for the success of the rescue mission. Currentyly, at premises with an automatic fire alarm system there are already keyholds for the use of the res-cue departments, and different rescue departments have different kinds of keyhold systems in use for other type of premises. The theoretical framework introduces the litterature, laws and instructions related to the rights and obligations of the rescue authorities to have access to premises as well as the decrees which ensure the citizens' rights of domestic peace. With the help of interviews the keyhold systems used at the moment at various rescue departments throughout Finland was studied. As the result of this functional final project instructions were created on how keyholds should be installed based on the instructions of the Federation of Finnish Financial Services. Following these introductions, it is possible to ensure the safety of the system and prevent burglaries. Fu-thermore, this report contains information which can be used to motivate residents to install keyhold systems in their housing cooperatives. Finally, this final project serves as a good source of information on the safety benefits which keyhold systems could produce for the residents, rescue departments and emergency medical services.
