Tiedonhallinnan kehittäminen kolmannella sektorilla - Case: Tieteellisten seurain valtuuskunta

Abstract

Tehokas tiedonhallinta on oleellinen osa toimivaa organisaatiota. Vanhat tiedonhallinnan menetelmät eivät toimi nykyaikana ja tästä syystä organisaatioiden tulee miettiä, kuinka tiedonhallinta tulisi järjestää.

Tässä opinnäytetyössä tutkitaan kolmannen sektorin asiantuntijaorganisaation, Tieteellisten seurain valtuuskunnan eli TSV:n, tiedonhallintaa. Tutkimuksen avulla selvitettiin TSV:n tiedonhallinnan nykytila sekä kehittämiskohteet.

Tiedonhallinnan kehittämiselle oli organisaatiossa pitkäaikainen tarve. Kehittämisestä puhuttiin jo vuonna 2011, kun tämän opinnäytetyön tekijä aloitti työnsä Tieteellisten seurain valtuuskunnan palveluksessa. Kehittämistä ei kuitenkaan aikaisemmin saatu kunnolla käyntiin johtuen resursseista ja muiden töiden ja projektien priorisoinnista. Loppuvuodesta 2016 TSV haki erityisavustusta kahta projektia varten, joista toinen oli dokumentinhallinnan kehittäminen.

Kehittämisprojekti aloitettiin keväällä 2017 ja samalla tavoite laajeni dokumentinhallinnan kehittämisestä koko organisaation tiedonhallinnan kehittämiseksi. Työ rajattiin koskemaan TSV:n tiedonhallinnan nykytilaa sekä kehittämiskohteita. Opinnäytetyön tekijän IT-taustan takia tätä kehittämistyötä lähdettiin tekemään pääasiassa tietoteknisestä näkökulmasta.

Opinnäytetyön teoreettinen viitekehys rakentui kolmesta osasta: tutkimusmenetelmistä, tiedonhallinnasta ja kolmannesta sektorista. Opinnäytetyön menetelmäsuuntauksena toimi laadullinen tutkimus ja tapaustutkimus, koska tarkoituksena oli kuvata ja ymmärtää TSV:n tiedonhallinta syvällisesti. Tutkimuksen kohde eli case oli TSV:n tiedonhallinta ja sen kehittäminen.

Tutkimuksen menetelmänä toimivat ryhmähaastattelut. Haastattelut suoritettiin touko-kesäkuussa 2017 ja niihin oli tarkoitus tavoittaa mahdollisimman laaja otos TSV:n henkilökunnasta. Haastattelutilanteita oli yhteensä kuusi ja niihin tavoitettiin lopulta 25 henkilöä 36 tavoitellusta. Kaikki TSV:n osastot olivat edustettuina haastatteluissa.

Tutkimuksen tuloksena syntyi tulosaraportti haastatteluista sekä kehittämissuunnitelma. Tulosraportti tuotettiin litteroiduista haastatteluista ja se sisälsi laajan kuvauksen TSV:n tiedonhallinnan nykytilasta sekä kehittämiskohteista. Tulosraporttiin koottiin haastatteluissa esiin nousseita ajatuksia, tarpeita ja ideoita tiedonhallinnasta. Raportin tarkoituksena olikin varmistaa, että kaikki haastatteluissa ilmenneet asiat oli otettu huomioon. Kehittämissuunnitelmassa painopiste oli tutkimuksen avulla määritellyissä kehittämiskohteissa ja siinä pyrittiin miettimään, kuinka TSV:n tiedonhallintaa tulisi jatkossa kehittää päivittäisen työn tehostamiseksi.

Efficient knowledge management is an essential part of a well-functioning organization. Old methods of knowledge management do not face all modern needs. It is vital for organizations to think thoroughly how to manage information.

This thesis presents a third sector organization The Federation of Finnish Learned Societies and through research its knowledge management starting from a current state analysis finishing to a development plan.

There has been a long-term need for developing knowledge management in the Federation. Limited resources and prioritization of other projects have delayed this development. In late 2016, the Federation applied funding for two projects and developing knowledge management was one of these.

The development project started officially in the spring of 2017. At the same time the project expanded from document management to cover the whole of knowledge management.

This study focused on the current state and developing areas of the Federations knowledge management. Due to the background of the writer of this thesis, point of view concentrates mainly on Information technology.

The theoretical framework of this thesis consists of three themes: research methods, knowledge management and third sector. The methodology of this thesis was qualitative research and case study because the purpose was to understand profoundly the state and needs of knowledge management in the Federation. The case of this study was knowledge management and its development in the Federation of Finnish Learned Societies.

The method of this study was group interviews. The interviews were carried out in May and in June 2017. The aim was to reach as many as possible of the Federations staff. There were altogether six group interviews and 25 out of 36 people participated. All the departments of the Federation were represented in the interviews.

Based on the interviews and the study, a result report and a development plan were written. The result report was produced from the transcriptions of the interviews. It contained a wide description of the current state of the organizations knowledge management and information about the areas in the need of developing. The purpose of the result report was to ensure that all the thoughts, ideas and needs that came up in the interviews were taken into account. Finally, a development plan was compiled based on the research. The goal was to set footmarks for future development of knowledge management and enhance the daily work in the Federation.
