Vesiviljelyn investointihankkeiden vaikuttavuuden arviointijärjestelmän kehittäminen

Abstract

Julkisen tahon myöntämien tukien ja avustusten vaikuttavuudesta keskustellaan laajasti. Julkisessa keskustelussa on esimerkiksi kritisoitu investointitukien vaikuttavuutta, mutta silti useat rahastot myöntävät niitä. Yhä useammin myös rahoittajia tarkastavat tahot tiedustelevat rahan käytön lisäksi, mitä vaikuttavuutta tai muutosta toiminnassa on saatu myönnettyjen tukien avulla aikaiseksi. Kirjallisuudessa on tuotu myös esille, että vaikuttavuuden tutkimusta tulisi kehittää siten, että alettaisiin järjestelmällisesti seurata tukien vaikutusta pidemmällä aikavälillä esimerkiksi yrityksen tuottavuuskehitykseen, liikevaihtoon, kannattavuuteen ja markkina-asemaan.

Kehittämistehtävän tavoitteena on laatia Varsinais-Suomen ELY-keskukselle hallinnollisesti kevyt yritys- ja toimialakohtainen seurantajärjestelmä Euroopan meri- ja kalatalousrahaston kautta tuettujen vesiviljelyn investointihankkeiden pitkäaikaiseen vaikuttavuuden seurantaan.

Kehittämistehtävän ensimmäisessä vaiheessa tarkasteltiin tukea saaneiden yrityksen liiketoiminnan kehittymistä ennen yrityksille tehtyjä maksupäätöksiä ja niiden jälkeen. Tilinpäätösten tietojen perusteella laskettiin myös tilinpäätösanalyysissä käytettäviä tunnuslukuja, joiden perusteella analysoitiin yritysten taloudellista tilannetta ennen ja jälkeen investointituen.

Nykytilan arvioinnin ja laadittujen kehittämisehdotusten jälkeen pidettiin työpaja, missä esiteltiin kehittämisehdotukset ja asiantuntijat pääsivät kommentoimaan ehdotuksia. Työpajaan osallistui edustajia maa- ja metsätalousministeriöstä, Luonnonvarakeskuksesta ja ELY-keskuksista ympäri Manner-Suomea.

Nykytila-arvioinnin ja työpajan kokemusten perusteella kehittämisehdotuksena luotiin kolmiportainen seurantamalli. Laajin seuranta perustuu tuen hakemisen ja toteutuksen yhteydessä kerättäviin arviointilomakkeiden tietoihin. Tämän lisäksi hankkeiden jälkiseuranta koostuu kahdesta osiosta. Ensimmäinen niistä on kaupallinen osio, jonka avulla saadaan automaattisesti tiedot yksittäisen yrityksen muutoksista. Toinen jälkiseurannan muoto kohdistuisi yrityksiin, jotka ovat saaneet tukea yli 500 000 euroa ohjelmakaudella. Näitä strategisia investointeja seurattaisiin vuosittain yrityksen järjestämissä seurantatapaamisissa.

The effectiveness of the business grants and funding by the public sector are widely discussed. In literature related to economic science the effectiveness of the investment funding has occasionally been criticized, however, there are still several funds granting financial support for investments. The inspectors controlling the organizations granting the funding are increasingly raising questions related to effectiveness or changes in business operations that have been enabled with the funding, in addition to details on how the funding has been spent. In the literature, it has also been proposed that the effectiveness should be systematically evaluated in longer period of time e.g., by evaluating the impact of the funding to the productivity, turnover, profitability and market position of the company.

The aim of this thesis is to create a monitoring system for the Center for Economic Development, Transport and the Environment (ELY Center) in Southwest Finland for the assessment of long-term effectiveness related to investment projects of the aquaculture funded from the European Maritime and Fisheries Fund (EMFF).

In the first part of the thesis, indicators related to business development were assessed before and after the company received funding. Based on disclosures presented in the financial statements, financial ratios were computed. The current state of the companies was assessed with these financial ratios.

A workshop was organised after the assessment of the current state. Proposals for effectiveness monitoring created based on the results of the assessment were presented in the workshop. Representatives from the Ministry of Agriculture and Forestry, Natural Resources Institute Finland and several ELY Centers participated in the workshop to review the presented proposals.

Based on the assessment of current state and the feedback received from the workshop, a three-step monitoring system is proposed to be used for assessing the effectiveness. The most comprehensive assessment is based on information gathered during the application phase. The monitoring is continued with information on changes related to the funded companies. This information is automatically gathered by a commercial software. In addition, companies that have been granted for funding exceeding 500 000 euros are monitored separately. The effectiveness of these strategic investments is assessed on yearly basis in the monitoring meeting to be organised by the company.
