Tiivistelmä
Kun vakuutetulle metsälle tapahtuu vahinko, arviolaskelman vahingon määrästä ja arvosta tekee metsäammattilainen. Arviointiprosessissa on kuitenkin havaittu haasteita puuston arvon arvioinnissa ennen vahinkoa. Opinnäytetyön tarkoituksena on tutkia Luonnonvarakeskuksen tilastojen mukaisen keskihinnan hyödyntämistä vahingoittuneen puuston arvon määrityksessä ennen vahinkoa. Työssä on laskettu puustolle aiheutuneen vahingon arvo kahdella eri hinnoittelumallilla ja verrattu tuloksia metsäalan ammattilaisen tekemään metsävahinkoarvioon. Aineistona on työn toimeksiantajan opinnäytetyötä varten tarjoamat metsävahinkoarviot, joista noin puolet on tarkastettu maastotyönä.
Työssä selvitetään vakuutustoimintaa säätelevä lainsäädäntö sekä hyvän korvaustoiminnan periaatteet. Lisäksi työssä käydään lyhyesti läpi metsien yksityismetsien vakuuttamisaste ja metsävahingoista vuosittain maksetut korvaukset. Jotta ymmärretään, mistä metsävahingon korvaus muodostuu, käydään läpi myös metsävakuutusten korvausperusteet puustovahingoissa sekä odotusarvolisän määräytymisen perusteet. Mukana tarkastelussa ovat kaikkien kotimaassa metsävakuutuksia tarjoavien yhtiöiden vakuutusehdot.
Vaihtoehtoisten hinnoittelumallien myötä huomattiin, että puuston arvo arvioi daan metsävahinkoarviolla hyvin usein alueen keskihintaa arvokkaammaksi, ja joissakin tuloksissa havaittiin myös täysin vakuutusehtojen vastaista hinnoittelua. Tilastotietoon ja keskihintahinnoitteluun siirtyminen on tulevaisuudessa välttämätöntä, sillä korvaustoiminnan tarkoituksena on kohdella kaikkia asiakkaita samanarvoisesti, tasapuolisesti ja oikeudenmukaisesti. Tällä varmistetaan metsävahinkoarvioinnin objektiivisuus ja vältetään inhimillisten tekijöiden vaikutukset arviointiin.
Korvausmenon hallintaan ja riskien minimointiin on löydyttävä yhä uusia keinoja yleistyvien sään ääri-ilmiöiden ja lisääntyvän hyönteistuhoriskin vuoksi. Metsävakuutusten ehtoja päivittämällä, korvausperusteiden selkiyttämisellä ja metsäammattilaisten kouluttamisella otetaan ensimmäiset askeleet kohti objektiivista metsävahinkoarviointia ja asiakkaiden tasapuolista kohtelua. When a damage happens in the forest the damages are assessed by forestry professionals. Still there are some challenges in assessing the pre-damage value of the damaged trees. The purpose of this thesis is to study the utilization of forest statistics by Natural Resources Institution Finland in forest damage assessment and the effects on value of the damage. Two different pricing models are used to count the value of damage to the forest. The results are then compared to those estimated by the partner. The research material consists of forest damage assessments and about half of these sites were inspected in the location.
The legislation behind insurance indemnification and insurance policies as well as the principles of proper claims handling are being studied. The degree of forest insurances among private forest owners and the compensations paid annually are also included. In order to understand how the compensation in forest damages is formed, the basis of reimbursement and expected value added in forest insurance conditions are studied. Insurance policies of every insurance company in Finland that offers forest insurances are referred to in this thesis.
The results of the alternative pricing models show that often the value of the damaged trees before the damage is estimated to be higher than the average price in the region. In some cases, the estimated value of the damaged trees did not even follow the insurance policies. Transferring to statistic-based average pricing in assessment of the value of damaged trees is to be used in the future because the purpose of insurances is to treat every policy holder with equality, fairness and justice. This also removes some humane errors and ensures the objectivity in the assessment process.
New ways to control compensation expenditure and minimizing risk need to be found in the future due to increase in extreme weather conditions and insect damages. First steps toward objective forest damage assessments and equality among policy holders are taken by updating insurance policies of forest insurances, clarifying the basis of reimbursement and training forestry professionals.
