The purpose of the thesis was to develop a Safety Management System (SMS) for an aircraft component Maintenance Organization that covers the newest applicable legislation for the type of operation published by the European Aviation Safety Agency (EASA). The aim was to establish a tailored plan of implantation for the target organization by identifying processes and practices appropriate to the size, scope of work and resources for the continuation of the system. SMS brings structure to the existing set of procedures, improving safety orientation by strengthening monitoring activities from reactive to proactive management of safety.
The development of the SMS was a result from the theory of management systems, safety and risk management as well as the relevant guidance materials, legislation and the concepts of the International Civil Aviation Organization (ICAO). The study was conducted as case study research and the empirical data was collected with content analysis of documents and workshops con- ducted with the key management personnel. The data collection and development methods served as tools for a thorough gap analysis, resulting in suggestions for the development task.
A set of processes, tools and practices were developed for the introduction of the initial SMS. As part of the development task, tools for hazard and risk management, reporting and analysis of safety relevant occurrences were established. Furthermore, processes for management of change, safety performance indicators, safety communication and training among the general SMS documentation were initiated. The plan of implementation provides the target organization a practical guideline to orientate for the new applicable requirements and a plan for the tasks of maintaining a living system for managing safety in the organization.
