Kiertotalous käytännöksi kuntiin : case Lakeuden jätelautakunnan jätepoliittinen ohjelma

Abstract

Tässä opinnäytetyössä selvitettiin kuntiin kohdistettujen kiertotaloustoimenpiteiden jalkauttamista. Lakeuden jätelautakunnan toimialueen jätepoliittisessa ohjelmassa kahdeksan kuntaa ovat hyväksyneet 16 erilaista kiertotaloustoimenpidettä. Kiertotalous on talousjärjestelmä, joka tuottaa hyvinvointia maapallon kantokyvyn rajoissa vähentämällä neitseellisten luonnonvarojen käyttöä, pitämällä materiaalit ja resurssit kierrossa kulutuksen suosiessa palveluiden käyttämistä. Opinnäytetyön tavoitteena oli selvittää, miten kuntien kiertotalouteen tekemät sitoumukset saadaan kunnissa käytäntöön.

Opinnäytetyö on case-tutkimus, jossa tarkastellaan jätepoliittisen ohjelman jalkauttamisprosessia kuntiin päiväkirjamuotoisena opinnäytetyönä. Tutkimus sisältää tietoperustan ja päiväkirjan. Työssä toteutettiin kunnille kyselytutkimus kiertotaloustoimenpiteiden nykytilasta ja haasteista. Työssä selvitettiin teemoittelun avulla kuntien strategioiden suhdetta kestävyysajatteluun. Päiväkirjaosuudessa kuvataan yhteistyöverkoston luomista kuntien kiertotalouden edistämiseksi.

Tutkimustulosten mukaan alueellinen yhteistyö on tuonut suurimmat hyödyt kiertotalouden etenemisessä. Yhteistyö tulisi toteuttaa kunnat-maakuntaliitto-ELY-korkeakoulu-yhteistyöllä alueellisesti. Kyselytutkimuksen perusteella kiertotalouden jalkauttaminen alkaa toimialueella kolmessa teemassa: kuntien kestävät hankinnat, infran maamassat sekä yhteiskäytön, lainauksen ja vuokrauksen lisääminen kuntien toiminnoissa. Kestävät hankinnat tunnistettiin kunnissa erityisesti haasteeksi. Kiertotalouden green deal -sitoumusta viedään aktiivisesti eteenpäin ja esitetään kunnille sitoumukseen lähtemistä.

This thesis investigated the implementation of circular economy measures targeted at municipalities. In the waste policy programme of the Lakeuden Etappi Waste Board's operating area, eight municipalities have approved 16 different circular economy measures. The circular economy is an economic system that produces well-being within the limits of the planet's carrying capacity by reducing the use of virgin natural resources and keeping materials and resources in circulation while consumption favours the use of services. The aim of the thesis was to find out how the commitments made by municipalities to the circular economy can be put into practice in municipalities.

The thesis is a case study that examines the implementation process of the waste policy programme in municipalities as a diary-format thesis. The study includes a knowledge base and a diary. A survey of municipalities on the cur-rent state and challenges of circular economy measures was carried out. The thesis used theming to determine the relationship between municipal strategies and sustainability thinking. The diary section describes the creation of a cooperation network to promote the circular economy in municipalities.

According to the research results, regional cooperation has brought the greatest benefits in the advancement of the circular economy. Cooperation should be carried out regionally through cooperation between municipalities, regional councils, ELY and higher education institutions. Based on the survey, the implementation of the circular economy will begin in three themes in the operating area: sustainable municipal procurement, land masses in infrastructure, and increasing joint use, lending and leasing in municipal operations. Sustain-able procurement was identified as a particular challenge in municipalities. The Green Deal commitment for the circular economy will be actively promoted and it is proposed that municipalities embark on the commitment.
