Ensuring safety at a sports facility is one of the key elements of all sporting events, including football competitions. In addition to inspections and control and administrative procedures, the organization of security at football is increasingly accompanied by the introduction of a fan card, which
allows visitors to be identified. This innovation has contradictory results due to the outflow of fans
and, as a result, a decline in the performance of clubs. Today, the fan card serves as a regulatory
tool, but has not yet become an element of the loyalty system. Accordingly, the relevance of the
work is determined by the novelty of the research and the demand for analysis and assessment of
the development of such events, taking into account the validity of the fan card.
The work examines in detail the experience of using fan cards in modern football. The general features of this document are determined, an analysis of the operation of the card in the football
leagues of Italy, Turkey,is carried out, and the experience of using cards in the framework of the organization and conduct of the 2014 Winter Olympics, the 2017 FIFA Confederations Cup, the 2018
FIFA World Cup, the UEFA Euro 2020 and the Russian Premier League 2022/2023 season. The
master's thesis also evaluates the prospects for the development of Russian football events in the
context of the introduction of a personalized fan card.
